The Secretary position is located within the Director's Office at the Iowa City Health Care System and reports to the Administrative Officer to the Director. The Secretary will provide full administrative/clerical support for the Assistant Medical Center Director (AD) and the Associate Director of Operations (ADO), as well as other members of the executive management team. NOTE: This is not a virtual or remote position

Duties

Major duties include, but are not limited to: Participates in the management of programs by independently performing various secretarial, clerical and administrative duties requiring an extensive knowledge of the organization and programs. Has the authority to make administrative decisions relative to the AD and ADO offices in order to ensure a fully functional program. Exercises control of calendars for the AD and ADO such as scheduling and recording appointments, arranging for meeting and small conference administrative details, and following up on action items with appropriate staff members independently. Arranges for meeting space and initiates meeting requests to attendees. Provides program support functions for councils, committees, and other agency programs as assigned which includes such support work as collection, compilation, research, and/or tracking of data and program information. Contacts various services/service lines to obtain additional information and assures action items are completed. Compiles agendas for meetings using knowledge of subject and policies. Prepare minutes in a timely manner following guidelines for committee documentation and medical center approved format. Maintains a daily suspense file of items that need attention. Arranges travel for the AD, ADO, and others as required, making travel reservations through direct contact with travel agency, guaranteeing hotel reservations, preparing itineraries, submitting necessary registration forms (often on the Internet), preparing necessary paperwork for funding through Education Service, and completing the Travel Plan and Expense Report in the CONCUR System for all episodes of travel. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-07: Specialized Experience: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, experience must have been equivalent the next lower grade level (GS-6) in the Federal service. Examples of specialized experience would typically include, but are not limited to: providing administrative support; collecting, compiling, and/or tracking of data to support a program; composing and formatting a variety of letters and memorandums; establishing, updating, and maintaining office files and records; scheduling appointments; answering and directing phone calls; receiving visitors. GS-08: Specialized Experience: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, experience must have been equivalent the next lower grade level (GS-7) in the Federal service. Examples of specialized experience would typically include, but are not limited to: providing administrative support; collecting, compiling, and/or tracking of data to support a program; composing and formatting a variety of letters and memorandums; answering staff questions and providing information necessary to complete work assignments; establishing, updating, and maintaining office files and records; assisting others with locating documents and references to ensure work assignments are completed and align with policy requirements; scheduling appointments and arranging meetings for staff; performing timekeeping duties; answering and directing phone calls; receiving visitors. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
