This position is located in the Human Resources Management Division, Department of Department of Administration and Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-11/12, MCC uses a pay banded system to compensate employees. This position is pay band MC-4C/4B which is generally equal to GS-11/12.

Duties

Provides technical advice and assistance to managers, supervisors and employees on staffing program issues, requirements and responsibilities. Advises management on job analysis techniques; crediting plan development; the identification of specific knowledge, skills and abilities; and selective placement and quality ranking factors and other critical recruitment components. Develops vacancy announcements and other recruitment documents/mechanisms. Review applications/resumes and determines eligibility/qualifications of applicants and prepares necessary selection certifications. Notifies employees/applicants of selection or non-selection. Provides oversight of MCC's Pathways Programs for students and recent graduates, Presidential Management Fellows (PMF) Program and Fellows programs. Participates in college recruitment and outreach events to attract and empower students to apply to MCC internship opportunities. Provides advice, guidance and assistance to management in implementing recruitment strategies designed to improve individual MCC organizations' ability to meet their respective staffing goals and objectives. Utilizes various automated systems to input and extract data; conduct research; develop data dashboards and data tables; and generate analytics and reports. Develops and recommends new policies and procedures to enhance the Corporation's recruitment initiatives and programs. Develops solutions to extremely complicated recruitment and staffing issues and problems. Maintains certification as a DEU Examiner and performs the full range of delegated examining functions. Performs other related duties as assigned.

Qualifications

Selective Placement Factor (Screen out): Applicants must have a current Delegated Examining (DE) Certification. To qualify for pay band 4C applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5A (GS-9) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; providing technical advice and assistance on staffing and recruitment; advising management on job analysis techniques; crediting plan development; identification of specific knowledge, skills and abilities; selective placement and quality ranking factors and other recruitment components; communicating, orally and in writing to develop information, guidance and recommendations related to staffing and recruitment HR policies; and using various automated systems to input and extract data and to generate analytics and reports. Note: This experience MUST be well documented within your resume or application. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for pay band 4B applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; providing technical advice and assistance on staffing and recruitment; advising management on job analysis techniques; crediting plan development; identification of specific knowledge, skills and abilities; selective placement and quality ranking factors and other recruitment components; communicating, orally and in writing to develop information, guidance and recommendations related to staffing and recruitment HR policies; using various automated systems to input and extract data and to generate analytics and reports; and conducting research and preparing HR policy, standard operating procedures, responses, etc. Note: This experience MUST be well documented within your resume or application Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 5A or GS-9 to be eligible for pay band 4C.You must have one year of Federal service equivalent to pay band 4C or GS-11 to be eligible for pay band 4B.
