The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. The position is located in the Bureau of Labor Statistics, National Compensation Survey. This position is outside the bargaining unit. This is an interdisciplinary position and may be filled as an Economist or Statistician (Economics).

Duties

Major Duties include: Manages the Compensation Program for the region. Develops comprehensive region-wide plans for the collection of primary data for local and national purposes based upon: (a) knowledge of statistical methods and techniques; (b) knowledge of the socio-economic conditions of the regional area; (c) knowledge of industry trends and practices; (d) understanding of the subject matter fields surveyed; and (e) knowledge of the economic uses of statistics. Works with the Office of Field Operations' Director of National Compensation Survey to provide input into national policy or program changes, and to implement these national policies, initiatives, or programmatic changes. Establishes priorities to meet program goals and objectives and to accommodate factors such as new or special survey programs, changing emphasis in national policy, changes in budget status, changes in economic conditions and changes in employment and business patterns. Advises and participates significantly in overall regional management by (I) preparing regional position papers on program and administrative issues of national and regional scope; (2) participating in the development of regional programs and administrative policies, including budget proposals and defining and implementing productivity improvements; and (3) representing the bureau in regional committees such as those researching training needs. Responsible for developing staff, including professional, administrative, technical and clerical employees through nationally and regionally designed training and development programs. Evaluates the subordinate supervisors' performance and serves as a reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors; gives advice or instruction to subordinates on work and administrative matters. Interviews candidates for positions; justifies selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions.

Qualifications

Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE APPLICANTS MUST ALSO MEET MINIMUM QUALIFICATIONS TO BE CONSIDERED. Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level, GS-13, in the Federal Service. Examples of qualifying Specialized Experience include: (1) the organization, direction and coordination of complicated and important economic and statistical programs, AND (2) the development of new methods of economics analysis, or new economic knowledge of value to Government officials responsible for important decisions on economic programs or services. Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date. Note: Your SF-50 must include enough information to be able to determine that time-in-grade requirements have been met and reflect your position title, pay plan/series/grade, tenure, and the type of appointment (i.e. competitive/excepted). In some cases, you may need to submit more than one SF-50.Reference the "Required Documents" section for additional requirements.
