The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
This position is with the U.S. Department of Labor, Bureau of Labor Statistics, Office of Field Operations, Boston/New York Region, Division of Price Programs.
This position is outside the bargaining unit.
Duties
Manages the Price Programs for the region. Plans, directs, monitors, assesses, and adjusts program-related activities within the Division to ensure timely and efficient collection of accurate data for the CPI, PPI, and MXP.
Develops comprehensive regionwide plans for the collection of primary data for local and national purposes based upon: (a) knowledge of statistical methods and techniques; (b) knowledge of the socioeconomic conditions of the regional area; (c) knowledge of industry trends and practices; (d) understanding of the subject matter fields surveyed; and (e) knowledge of the economic uses of BLS statistics.
Develops work plans and policies for conducting the regional survey program consistent with statistical and economic requirements established by BLS.
Establishes priorities to meet program goals and objectives and to accommodate factors such as new or special survey programs, changing emphasis in national policy, changes in budget status, changes in economic conditions, and changes in employment and business patterns.
Advises and actively participates in overall regional management by preparing regional position papers on program and administrative issues of national and regional scope.
Participates in the development of regional programs and administrative policies, including budget proposals and defining and implementing productivity improvements.
Represents BLS on regional and national committees such as those assessing data collection and alternative data sources.
Maintains professional liaison with key business and/or industry associations, labor organizations, universities, State and local governments, and other Federal agencies in order to: consult with them on local and regional requirements for data.
Provides consultative services by explaining research and survey findings of the Bureau's programs or studies; exchange information on developments related to programs.
Promotes use of BLS statistical data, and encourage voluntary cooperation in BLS surveys; develop or participate in the development of study plans, reports and analyses as an expert in survey methodology; and make public relations presentations and talk to interested groups, both private and governmental.
Directs the formulation and administration of the Division's budget.
Interviews candidates for positions; justifies selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions.

Qualifications
Applicants must meet the eligibility and qualification requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the closing date of this announcement.
This is an interdisciplinary position and may be filled either as an Economist or Statistician (Economics).
BASIC REQUIREMENTS
Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus.
OR
B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience includes:
(1) organizing, directing, and coordinating primary survey data collection for an important economic and statistical program,
OR
(2) directly supervising a work group responsible for primary data collection for a Principal Federal Economic Indicator,
OR
(3) the development of new methods of economics analysis, or new economic knowledge of value to Government officials responsible for important decisions on economic programs or services.
