This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Human Resources Assistant, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by:
Assisting HR specialists, supervisory officials, and action officers by performing technical and clerical support work of recruitment and placement programs and day-to-day recruitment and placement services for assigned organizations.
Performing work/assignments in support of HR personnel and payroll programs assisting DSS programs with uploading/maintaining of agency Performance Management Appraisal Program (PMAP) files within the Agency's personnel records management system, eOPF; reviewing PMAPs for completeness, when appropriate, coordinating with DSS partners ensuring corrective action is performed; explaining options to employees when they are dissatisfied with their performance rating; and, assisting HR specialist with uploading personnel and payroll documentation to eOPF, as appropriate.
Assisting HR specialists, supervisory officials, and action officers by performing technical and clerical work in support of the OHC Onboarding team. Performing miscellaneous clerical and technical staffing work such as preparing reports, referral lists, and letters using office automation.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications:
For GS-06:
Must have at least one-year of specialized experience, equivalent to the GS-05 grade level in the Federal service that includes performing at least two (2) of the following:
Utilizing standardized human resources regulations, rules, and guidelines to answer routine HR inquiries.
Using computer and automations systems.
Processing routine personnel actions and/or payroll documents;
Providing a wide range of office automation administrative and technical support such as Word or Excel to support HR functions.
For GS-07:
Must have at least one-year of specialized experience, equivalent to the GS-06 grade level in the Federal service that includes performing at least two (2) of the following:
1) Developing vacancy announcements;
2) Analyzing, resolving pay and/or leave issues;
3) Processing personnel actions through automated HR Systems;
4) Writing correspondence to explain HR policies, procedures and guidelines.
For GS-08:
Must have at least one-year of specialized experience, equivalent to the GS-07 grade level in the Federal service that includes performing at least two (2) of the following:
Utilizing personnel automated systems for processing personnel and payroll actions, analyzing records, reviewing products, identifying problems, and developing recommendations.
Administering human resources policies, rules, and procedures sufficient to provide advice and information, carry out assignments, and resolve issues.
Processing actions in Human Resources (HR) information systems and compiling a variety of routine, recurring and/or special reports or documents requested by management.
Providing support in one or more of the following HR areas and functions: staffing, recruitment, classification, position management, workforce planning, personnel record keeping, payroll, retirements, employee benefits, personnel action processing, employee relations, labor relations, performance management, awards, executive resources, HR information systems, generating HR/personnel reports, work-life programs, or policy.
