This position is located in the Patient Care Services at the Roseburg VA Medical Center (RVAMC). The incumbent provides administrative support to the Associate Chief Nurse Executives, Nurse Managers and other personnel within the Office of Nursing and Patient Care Services.
Duties
Major duties include but is not limited to:
Recommends and implements changes in administrative policies and procedures to the Associate Chief Nurse Executive (ACNE)
Established controls on certain items such as proficiencies, appraisals, and suspense items
Oversees the tracking of nursing FTEE, licensure, competency folder status, mandatory training, mapping and status
Develops the need for and maintains an awareness of available human and material resources to make recommendations to leadership regarding needs, distributions or redistribution of resources
Serves as a subject matter expert and as the final approving authority on official correspondence prior to ACNE signature
Researches, creates, or modifies Nursing Standard Operating Procedures (NSOP) so they are current and reflect the rules, regulations and mandates of the Department of Veteran Affairs
Provides oversight and training for nursing personnel on travel, ensuring that current regulations, policies and budget are correct
Manages the travel budget to ensure the fund control points are within set limits
Projects travel and education needs for the service line
Manages procurement and contracting for Patient are Services
Prepares procurement requests, evaluating proposals for work, maintains procurement and contracting records
Develops and evaluates organizational structure and systems to achieve program goals
Participates in analysis and interpretation of workload and other data used in resource planning, including patient flow, utilization management, and workload for acute care and community living centers
Oversees timekeeping practices for the ACNE nursing staff
Performs a thorough analysis for overtime budget and usage of overtime and reports on timekeeping subjects such as overtime and sick leave trends
Provides administrative oversight to all acute care, primary care and operative specialty clinic staff including RNs, Nurse Practitioners and clerical staff
Performs special studies and analysis including feasibility studies, cost benefit analysis, FTEE/productivity analysis, case mix analysis, staffing requirements, space and equipment utilization, organizational alignment and other areas of concern to the ACNE
Administers space and equipment programs
Prepares and/or assists in the initiation or revision of administrative policies
Implements administrative program goals for Patient Care Services
Responsible for all equipment assigned to Clinical Service; conducting annual inventory and advises operating officials on requirements and procedures for acquisition, repair and disposal of equipment
Provides full administration of reporting, evaluation and fee requirements associated with the accreditation of the organization
Makes recommendations to help ensure accreditation and positive audit results
Serves as budge advisor for the ACNE; responsible for fund control points as applicable
Develops long and short range polices and plans by coordinating the needs of the organization
Provides clerical support to include answering phones, colleting and distributing mail, managing calendars of the supervisor and nurse leaders and other administrative functions typically associated with office management
Performs other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensures that current policies are accurate, and within organizational standards; Manages the suspense system to include receiving suspense items and helping mangers with in preparing and completing suspense items; Manages the travel budget ensuring fund control points are within set limits; perform timekeeping duties; Prepares and reviews minutes, policies and other correspondence. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education (18 semester hours) Transcript Required. OR,
Superior Academic Achievement: In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

Duties in the announcement are for the full performance level of GS-9. Applicants selected at the GS-7 grade level will perform all duties of the position in a developmental capacity.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be moderate walking, standing, bending, pushing, pulling, twisting, stooping, and carrying of light items like papers or books. No special demands are required to perform the the work. The incumbent may be required to walk across the campus, in inclement weather, to retrieve documents, items or vehicles as necessary for the performance of duties.
