Duties

This position is located in the Corporate Compliance Section, Office of the Assistant Director (Austin), Office of the Director, Temple, Texas. The incumbent works directly for the Assistant Director (Austin). The Assistant Director (Austin) is responsible for the oversight of several services and programs of CTVHCS as well as establishing the mission, vision, values and goals of the organization. Duties include, but may not be limited to the following: Directing, developing, implementing, and overseeing a multi-disciplinary, health-care-system-wide Compliance Section within the scope of the VHA mandated Research Program, Privacy Program, Records Management Program, Conflict of Interest, and Compliance & Business Integrity (CBI) Program. Establishes goals and works plans for the Compliance Section and ensures the implementation of the goals and objectives of the section. Creates written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with the Health Care System business practices, operations, research, privacy, records management, investigations, and audits of scheduling and consult practices. Reviews program directives related to all programs within the Compliance section. Identifies topics on which CTVHCS staff need further education and training; and assists in the development and the coordination of the education and training. Creates and maintains local policies governing each of the disciplines within the Compliance. Creates a formal, written training and education plan for all disciplines within the Compliance Section (business compliance, privacy, records Management, research, consults, scheduling and investigations). Functions as Chair of the Health Care System Compliance Committee and provides ongoing and consistent reports, feedback, and outcomes to the VISN Compliance Officer and Health Care System Director. Creates a formal, written plan for auditing and monitoring activities of Access practices. Maintains awareness of laws and regulations impacting all disciplines within the program, keeps apprised of current changes that may impact the Health Care System Compliance Section through seminars, training programs, and personal contacts. Monitors the implementation of process improvement projects that are the result of findings made by the Compliance Section. Conducts and/or coordinates investigations on reported incidents of non-compliance with VHA administrative policies and directives pursuant to VHA policy. Reviews and identifies compliance concerns and make recommendations regarding corrective actions to the Health Care System Director. Participates in external reviews of the organization surveys (JC, IG/CAP, GAO, GARF) as directed by Health Care System executive leadership. Plans, prepares and ensures the successful execution of formal and information investigations as approved by the Health Care System Director. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards for all supervised employees. Initiates action to correct performance or conduct problems. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement You will be rated on the following Competencies for this position: Organizational Awareness Communications Critical Thinking Compliance Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
