This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.
Duties
Major duties include, but are not limited to:
Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP; serves as the facility EARs champion on training, national OAA calls, and surveys.
Uses EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess.
Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques
Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency.
Receives applicable clinical and educational (work hours) activity record data from clinical services with HPT rotations covered under a DA. Receives invoices from the academic affiliate institution and facilitates reconciliations between the VA HPE service/section and the affiliate academic and finance offices. Reviews and adjusts clinical and educational activity record data (work hours) documents to reflect accuracy in attendance, leave and calculations.
Manages evidence documentation to complete OAA's and the Office of Integrity and Compliance annual reporting method for verification of the site's compliance with policy ReDPro and utilizes internal controls for confirming the accuracy of the EARs processes.
Research and troubleshoot reconciliation issues to identify and recommend resolution. Provides clarity and education on these complexities to internal and external stakeholders as needed.
Responsible for representing the VA and producing data and/or documentation to external stakeholder groups including affiliate/disbursing agent's fiscal office, OAA for cause or consultative site visits, Office of Inspector General, Government Accountability Office, and VHA Enterprise Risk Register.
Develops and provides annual and as needed training for the affiliate to ensure policy compliance; maintains documentation of training, including meeting minutes description of content covered, and name of attendees.
Communicates with leadership at all levels of the VA facility to include clinical service staff, service and section chiefs, VA Site Directors, fiscal staff and leadership, the facility comp1iance officer and executive leadership to ensure accuracy of DA documents, EARs data, including both the allowable and reimbursable leave status of HPTs and compliance with policy.
Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements.
Advises HPE management and OAA's informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and HPE program information.
Anticipates obstacles to operational management that are likely to interfere with the accomplishment of objectives; takes or recommends the necessary action to prevent their occurrence
Collects, consolidates, and provides analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning. Data sources may include but are not limited to Pyramid analytics, Consolidated Data Warehouse, VHA Support Service Center Capital Assets, or other VA/affiliate platforms.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. The Individual Occupational Requirement for the Health System Specialist position is:
1. Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
2. Specialized experience including progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for in-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned);and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-11 Grade Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identify, analyze, and make recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, and administration; identifying problems, studying, analyzing, and making recommendations concerning the efficiency and productivity of administrative operations.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-12 Grade Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Records data and analysis it to recommend distribution of resources; ability to use and present to leadership graphs, flowcharts, and other informative techniques of data collected; analytical planning, evaluative and advisory functions; calculating funds to ensure accurate reimbursement; reconciles invoices; develop and provide training to others; knowledge of budget planning and evaluating trends; completing time and attendance trackers; identify problems and issues and resolve them.

Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
