This position is organizational aligned to the Clinical Informatics Section under the Office of the Chief of Staff at the Edward Hines Jr. VA Hospital (578), Hines, IL - a complexity level 1a VHA facility. The primary purpose of the position is to provide programmatic support for the implementing and administering the medical software package needed for EHR implementation.
Duties
The User Role Assignment (URA) coordinator supports the coordination of assignment of end user roles (to include training for- doctor; and students in their respective service in computer software and equipment) within Electronic Health Record Modernization (EHRM) at their local facility. This also includes respective community-based outpatient clinics (CBOCs) and works directly with the Clinical Informatics Leadership Team (CLT).
Develops and implements plans for use of clinical information systems. Assists managers on using information system to provide data on various management problems and options.
Performs administrative oversight of clerical or technical program support work for a variety of technical and/or program specialists in support of the line programs of an agency
Coordinates installation and/or implementation of automated data processing systems to support administrative functions.
The incumbent performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee related work.
Provides basic computer training on data processing procedures and practices in the organization.
Participates in discussions, meetings, conferences and conference calls with agency administrators.
Provides information, to investigate facts; presents conclusions, recommendations, and alternatives; obtains concurrence; develops alternate courses of actions; and mutually resolves problems.
Communicates process and understanding of access levels.
Communicates with supervisors to discuss specific process and role changes that may differ from their current roles and tool sets and discuss resolutions.
Acts as conduit in the User Role Access process to ensure that correct user roles are assigned to end users by their supervisors or representative super users or department heads.
Responds to evaluating the unique needs of the specific service and provide the user role access data to EHRM in compliance with deployment timeline.
Receives and reviews all approved user account requests to validate that the supervisor performed the correct role assignments.
Assigns all end users to the correct future state Cerner EHRM roles within the user role access page.
Reviews each user account request to verify that the background investigation for each end user sufficiently supports the Automated Data Processing (ADP) level required for the roles selected for the site end user.
Adheres to processes established by the OEHRM Identity and Access Management (IAM) Team as it relates to requesting access from the URA list.
Advises those in the Informatics organizational structure of programmatic (formal and informal methods) and security requirements for data access, and advises staff members on directives, policies, and best practices for making requirements operational.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday (7:30am - 4:00pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-9 SPECIALIZED EXPERIENCE: Do you have at least one year of specialized experience, equivalent to the GS-7 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position?

GS-9 LEVEL EDUCATION: Have you successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? (TRANSCRIPTS REQUIRED)

GS-9 LEVEL COMBINATION: Do you possess a combination of graduate education and specialized experience as described above? (TRANSCRIPTS REQUIRED)
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of a GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Physical Requirements:
Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers.
