This position is located with the Bureau of Indian Affairs, Fort Berthold Agency, Superintendent - Fort Berthold Agency, Office of the Superintendent, in New Town, North Dakota.

Duties

Provide leadership for all agency Trust Services staff to foster the effective conservation and utilization of all Indian resources. Develop approaches to integrate/coordinate the performance of services in various subordinate programs within and between Federal, BIA, and tribal offices to ensure maximum use and accountability of resources and assets. Develop and implement trust funds expenditure plans for supervised and encumbered accounts. Serve as a liaison to contract and compact tribes regarding natural resources management, and to other agencies to promote natural resources management. Researches, analyzes, prepares, or directs preparation of a wide variety of reports and projects. Manages and coordinates the activities of the trust programs to ensure that all programs are elements responsible for disbursing federal funds or managing federal trust property. Responsible for budgeting, program planning and development of cooperative relationships for and within the Trust Service programs. Provides positive direction and implementation of supervisory and managerial activities related to equal employment opportunity, and ensures merit-based practices in the recruitment, selection, training, and recognition process. Ensures compliance with rules and regulations regarding the use of government funds, equipment, and property.

  • STUDENT LOAN REPAYMENT: STUDENT LOAN REPAYMENT MAY BE OFFERED, IF ELIGIBLE, UPON APPROVAL BY THE SELECTING AND BUREAU MANAGEMENT OFFICIAL.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340). GS-14: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-13 grade level in the Federal Service (obtained in either the public or private sector) that involved providing direction, supervision, guidance, monitoring, support, and technical assistance to all phases or activities within Agency's Trust Service programs, which may include trust, natural resources, forestry/fire, real estate services, including, land consolidation, probates, minerals, lease compliance, and acquisition and disposal, as well as the Indian Services programs including economic and housing development, tribal government assistance, social services, and road construction and maintenance. These examples are not all inclusive (refer to the summary of duties for specialized experience). SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. *This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian Trust and/or Indian Services responsibilities and programs was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
