This position is located with the Bureau of Indian Affairs, Great Plains Region, Fort Berthold Agency, Superintendent - Fort Berthold Agency, in New Town, North Dakota.
Duties
Maintains the official relationship between the Federal Government and the Tribe providing program and service in a trust capacity.
Develops and fosters the relationship to support a co-equal partnership arrangement in carrying out all governmental trust and programmatic responsibilities of the Bureau to the Tribe.
Attends Tribal and other meetings wherein Tribal and Federal government business and information is discussed to make decisions and/or advise the Tribe on the decisions to be made.
Provides advice and assistance to the Tribes in the development and use of their resources.
Ensure that the requirements of the Indian Self-Determination and Education Assistance Act are met.
Administers programs and services in accordance with federal laws, regulations, policies and procedures, and guidelines.
Provides budget oversight and execution for Federal programs.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340).
GS-15: One (1) year of specialized experience equivalent to the GS-14 grade level in the Federal service which include serving as the line official in charge of the administration of Indian Affairs for a region or agency; providing expert counsel to agency management and professionals on a wide variety of social economic and political questions and problems pertaining to Trust and Indian Services for American Indians; and knowledge of the Bureau mission, organization, functions, goals, and objectives to carry out the management function as a Program Manager.
EDUCATION: Education is not applicable at this grade level.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
*This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying.
