Duties

As the Principal Legal Advisor to the Marine Corps Victim’s Legal Counsel Organization (VLCO), you will provide expert advice regarding pertinent statutes, rules, and regulations affecting VLCO operations. You will assist with developing Marine Corps service level policies and standard operating procedures for the Victims' Legal Counsel Organization (VLCO). You will research and prepare reports pertaining to VLCO operations and respond to request for information and other inquiries. You will assist with handling ethics and professional responsibility matters impacting VLCO and its personnel. You will serve as the Chief Appellate Attorney for VLCO, you will be responsible for the VLCO’s appellate practice and training. You will provide expert appellate support to VLCO personnel world-wide, including preparing drafts and expert consultation on the petitioning for extraordinary relief. You will be responsible for the oversight of representation of clients whose cases are progressing through the post-trial appellate process, as well as parole and clemency proceedings. You will be responsible for developing and implementing VLCO appellate practice and polices. You will assist the Director of VLCAP in developing and conducting training of all VLCO personnel. You will develop curricula and blocks of instruction for VLCO training events, assessing overall effectiveness of training events, educating and improving the judgment and performance of Victims’ Legal Counsel (VLC) and furthering VLC competency. You will provide ethics and professional conduct consultation and advice, and further develop and teach ethics and professional responsibility to VLCO personnel. You will serve as a representative to sister Services’ SVC/VLC programs and a liaison to other Federal, State, and local agencies, including victim-witness assistance and service groups. You will also serve as a VLC on a case-by-case basis and shall perform duties of a VLC. You will Perform other duties as assigned.

  • Must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Must be admitted to practice law before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: prosecution and/or defense in criminal cases, complex cases and cases involving special victims as well as experience teaching, training and mentoring attorneys.
