The primary purpose of this position is to manage civil engineer manpower, organization structure, and human capital across CE organizations, functions, and work processes and provide Program consultant services to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Manages the unit manpower document (UMD) and organizational charts to ensure the commander and managers have accurate visibility of all human resources (spaces and faces).
Manages unit's human capital/resource requirements.
Administers the civilian employee performance program.
Analyzes the CE organization structure to improve processes, maximize resource utilization, and resolve substantive issues of moderate scope, and proposes new organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels.
Provides staff support in the areas of personnel management.

- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phase or early release.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations; knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of unit operations.
2. Ability to design and conduct comprehensive studies and prepare solutions to broad and complex problems.
3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures.
4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy; ability to access or locate information through the use of a personal computer and software programs.
5. Knowledge of civil engineer organization structure, functions, and mission.
6. Knowledge of Manpower Program i.e. UMDs, OCRs, and ACRs; knowledge of Civilian and Military Personnel Program i.e. RPAs, Performance Plans, UMPRs, and IMAs
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
