About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY INTELLIGENCE AND SECURITY CMD OFFICE OF THE DIRECTOR OF SUPPORT COMMAND SERVICES OFFICE FORT BELVOIR.

Duties

Provides individual subject matter expertise to other senior members of the organization and supervisors in execution of a very complex acquisition operation. Serves as subject matter expert for facilitating the lifecycle of acquisition activities used to articulate and develop contract requirements packages. Serves as a senior contracting subject matter expert. Maintains management and oversight of acquisition timelines, contract periods of performance, multi-functional integrated program teams. Provides individual subject matter expertise to other senior members of the organization and supervisors in execution of a very complex acquisition operation. Serves as technical advisor for Business Case Analysis (BCA) development and Independent Cost Estimates for Requiring Activities, and as BCA advisor for the office. Maintains awareness of internal capabilities to accomplish assigned objectives, indicating areas requiring assistance from outside the organization. Ensures adequate internal control systems are developed and functioning to protect government resources.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
• TDY will be required 25% or less of the time.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
