The incumbent serves as the Chief Business Officer (Chief Medical Administration) with responsibility for the second largest services in the facility. The position has broad and sweeping responsibility across the medical center and serves as the Subject Matter Expert for Business Operations and Medical Administration.

Duties

MAJOR DUTIES: Supervise a staff of employees to accomplish the work of the organizational unit. Exercise supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Establish guidelines and performance expectations for staff, which are clearly communicated through the electronic performance management system. Establish plans and policies to ensure the accomplishment of programs and projects within the scope of the Business Service in an efficient and effective manner. Identify requirements for funding, staffing, space, privacy, and technology to support the programs and delivery of services to Veterans across disparate programs and geographical locations. Provide oversight and guidance, program management, and leadership to the business operations in their medical center. Oversee and implement strategic planning, auditing, and compliance activities to enhance the mission of the departments under his/her supervision. Continually analyzes the effective utilization of all personnel costed to programs in the Business Service. Maintain an extensive knowledge of VA medical benefits and is expected to resolve customer service concerns, when the situation arises. Develop both long- and short-range policies and plans for the organizations by coordinating the medical administration needs of the health care system or network. Analyze inter-related issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs within Business Service. Coordinate the quality assurance program by data collection, data management and monitoring, tracking, analyzing, and interpreting data for the purpose of detecting occurrences or patterns of care which may affect patient care outcomes. Work Schedule: Full-time, Monday to Friday, 7:30am - 4:00pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) managing a wide variety of administrative, technical, management functions of processes and program; 2) managing patient administration activities, health information management, patient and medical records processing; and analyzing wide range of qualitative and/or quantitative methods. You will be rated on the following Competencies for this position: Knowledge ManagementLeadershipPlanning and EvaluatingStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Work is primarily sedentary, although some slight physical effort may be required. Work does not regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
