This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Strategy and Engagement Manager, you will lead a team in the role of Technical Monitor, to oversee strategic planning and implementation for cultivating key partnerships within the federal government and industry for advancing the strategic objectives, and comprehensive management of stakeholder engagements and information material production.

Duties

As a Strategy and Engagement Manager, you will: Oversee strategic planning and implementation for cultivating key partnerships within the federal government and industry for advancing the strategic objectives, and comprehensive management of stakeholder engagements and information material production. Organize the facilitation of strategic planning techniques with the managers, office, and external stakeholders in order to develop integrated strategic objectives with broad buy-in. Manage multi-year, annual, and quarterly metric-setting and tracking, including but not limited to Multi-year Program Plan and Government Performance and Results Act measures. Work closely with External Affairs, coordinate leadership engagements on all outreach activities, including but not limited to DOE and intergovernmental briefings, strategic partnerships, public events, State and local governments, community leaders, news media, special interest groups, and the public at large. Supervise a professional staff of subject matter expert analysts to include: assign work to subordinates; evaluate the work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters, etc.

  • This position is NOT REMOTE eligible - duty location is Washington, DC.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level. Specialized experience for this position is defined as meeting all of the following: Develop communication strategies for various external audiences that enable the American public and key stakeholders to understand solar energy program goals and research efforts through external communications tactics such as developing communications plans, press releases, video materials, infographics, or coordinating media relations. AND Build coalitions within the federal government, state and local governments, communities, non-profits, or industry for advancing strategic objectives within the solar energy sector, including organizing program activities and events with key audiences. AND Develop strategic plans with Research & Development programs that involve integrating multi-year technical metrics for diverse programs in plain language to support external communications and stakeholder engagement work. OPM Qualification Standards for this position: Miscellaneous Administration and Program Series, 0301 "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
