The position serves as the DSW expert on NERC and WECC compliance requirements as related to
the Maintenance organization. The incumbent is responsible for implementation and management of
the Desert Southwest Region (DSW), North American Electric Reliability Corporation (NERC) and
Western Electricity Coordinating Council (WECC) reliability compliance program related to Maintenance
activities.
This is not a remote position.
Duties
Serves as DSW's technical expert for NERC/WECC reliability standards related to DSW's Maintenance program. Develops, directs, and overseas DSW's NERC/WECC maintenance-related compliance program. Notifies management about possible or anticipated non-compliance issues. Works with the DSW compliance manager to interpret WECC/NERC standards relating to maintenance activities.
Creates, updates, and revises compliance documentation and maintenance plans as required by standards. Oversees document management and version control policies and processes for maintenance test records, compliance documentation, and configuration files for critical equipment. Reviews annual PM and work order plans to ensure they meet compliance program schedules and goals.
Updates and distributes periodic PM completion status reports so that the Division Managers are informed of the status of their completions. Anticipates potential compliance problems involving PM completions and communicates to Division Managers and Maintenance Specialist so that corrective actions can be initiated.
Represents DSW Maintenance in WECC/NERC audits. Conducts periodic Internal Audits and develops, monitors, and completes mitigation plans as required.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS12) in the Federal service.
Specialized experience for this position is defined as:
Experience, collecting, and organizing data pertaining to NERC reliability standards and supplying the data in an organized manner for use in a NERC audit for electric power system maintenance activities..
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
