This position is located in the Office of Acquisition, Logistics and Construction. The role of the position encompasses the entire scope of operations associated with OALC, including supervisory responsibilities and oversight for the office staff. The incumbent serves as an advisor to the Principal Executive Director.

Duties

The position serves as an advisor and strategist to the Principal Executive Director, OALC. The role of the incumbent encompasses the entire scope of operations associated with OALC, including supervisory responsibilities and oversight for the office staff. The accomplishment of the incumbent's responsibilities has a direct impact on the office's ability to achieve its mission. The Supervisory Executive Officer coordinates critical and sensitive office activities with senior level management. Reviews proposed legislation for impact on current programs, policies, and operations; drafts regulations to implement new or revised legislation; develops and implements new program initiatives; and develops measurement criteria for evaluating program performance and effectiveness. The incumbent manages Congressional requests and other time-sensitive controlled correspondence to ensure responses are complete, accurate and punctual. Serves as liaison and representative of the Principal Executive Director and attends conferences, meetings and hearings on their behalf. Provides the full range of supervisory functions over a twelve-member administrative team. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience serving as senior advisor and strategist to management on the substantive mission-oriented functions or programs of the organization. Experience reviewing proposed legislation for impact on current programs, policies and operations; experience drafting regulations to implement new or revised legislation; experience developing and implementing new program initiatives; and experience developing measurement criteria for evaluating program performance and effectiveness. Experience performing very broad and extensive studies related to government programs of significant interest to the public and Congress. Experience managing Congressional inquiries and other time-sensitive correspondence to ensure responses are complete, accurate and punctual. Experience directing the formulation and implementation of the annual budget assessing requests and justifications, recommending approval and distributing resources among subordinate organizations and analyzing expenditures as well as progress in meeting program plans and achieving performance goals. Experience developing internal administrative policies, guidelines and procedures. Experience performing all supervisory requirements and oversight for an office staff, developing performance standards, and evaluating work performance of subordinates. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
