This position is in the Veterans Health Administration (VHA), Southeast Network (VISN 7), Charlie Norwood VA Medical Center (VAMC) in Augusta, Georgia located in the Health Information Management Section (HIMs) of Health Administration Service (HAS). This position is located at the Uptown Campus.

Duties

The incumbent serves as the Lead File/Scanning Clerk and is located in the centralized location for AUGVAMC clinical and administrative, internal and external, FEE/DOD/VA/Non-VA medical records and reports. Employee receives a variety of correspondence and reports to apply VHA regulatory and AUG policy and standard procedures to ascertain if the documents are appropriate or not (or other action is required before) for incorporating into the legal health record. Employee exercises a knowledge of the organization; clinical and administrative services provided and ensures these records and reports are indexed per the VHA Index Reference Guide (appendix). Incumbent is responsible for providing professional consultation, administrative assistance and health record support to the facility-wide staff on the file clerk/scanning metrics, processes, workload, indexing and requirements per local policy and VHA handbook 1907.01 and 1907.07. The incumbent will provide professional and technical expertise to the Charlie Norwood VAMC regarding implementation and maintenance of scanning utilizing any integrated systems which import images. The primary duties of this position are to identify, request or report the need for new filing/scanning equipment or reporting all computer related problems; suggesting recommendation for streamlined documentation processes; assuring that quality assurance monitors are in place as detailed in VHA handbook 1907.07 and keeping File/Scanning Clerks and/or those with delegated scanning tasks AUGVAMC-wide; informing of latest updates to VA and VHA policies, rules and regulations involving File Room and Scanning; providing staff members awareness and access to updated or new resources, and validating staff participation in all applicable training; maintaining accessible health records and provide efficient service for direct and indirect patient care by managing the receipt and scanning of health documents in a timely and accurate manner; overseeing all File room and Scanning activities to ensure they are completed according to established time standard, managing day to day File Room and Scanning operation; monitoring daily to monthly report for pending health record requests for paper health records and documents waiting scanning for section productivity and establishing a priority system for document scanning to ensure all are completed within required timeframes. Duties include the receiving, indexing, scanning, and assignment of appropriate Index fields per VHA Index Reference Guide to clinical and administrative documentation for incorporation into the correct patient's record in the electronic computerized patient records system (CPRS.) Work Schedule: Monday-Friday, 8:00am to 4:30pm. Subject to change based on agency needs. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify for this position, you must possess at least one of the following minimum qualifications: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the federal government. Examples include, but are not limited to: Thorough knowledge of the VHA filing and scanning software, system, practices, and procedures approved by local policy, VHA training and VHA guidelines. Knowledge of legal and subject matter to review, examine, identify, index and cross-reference medical documentation, clinical and administrative. Knowledge of legal and highly specific nomenclature, abbreviations, terms, and jargon to appropriately identify the need for use of cross-referencing and multiple classifications. Knowledge of the organization, functions and procedures of VHA as it relates to medical documentation and connect them appropriately to new programs/specialties and services provided in our facility or network. Ability to lead others in order to accomplish the work of the scanning and file unit. Knowledge of complex file system systems and current computer technology regarding imaging applications, PC Fax applications, and VISTA applications. Working knowledge of a legal and highly specialized vocabulary in order to understand the need to cross reference with various classifications. Knowledge of Microsoft Office (Word, Excel) software programs. OR, EDUCATION Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelors.
