The position is assigned to the State Office in planning, scheduling, implementing, and executing outreach strategies for the state, aimed at targeting a diverse audience.
Duties
Develop, implement, and track a Statewide Outreach Plan each fiscal year. Develop and update a State Tribal Action plan every three years.
Serve as a specialist for outreach to traditionally underserved audiences and explain NRCS programs and policies for target audiences including Native American, Hmong, and Somali and underserved populations.
Assist in the development of specialized publications, talking points, presentations, data, and other communication materials to target the needs and priorities of individualized audiences throughout the state.
Coordinate with State Public Affairs Staff to prepare appropriate outreach materials and products, including but not limited to fact sheets, flyers, PowerPoint presentations, exhibits, brochures, video productions, talking points, etc.
Coordinate with Tribal Liaisons to visit Tribal Nations and represent NRCS with the Tribes
Coordinate with Urban Ag Specialists to visit urban ag production sites.
Manage Tribal Notice of Funding Opportunities (NOFOs), awarded agreements and grants.
Lead the Tribal Liaison Team
Participate with the State Special Emphasis Program Managers and Civil Rights Team. Participate with the National Outreach and Partnerships Teams and Offices. Participate with the National Tribal Relations Teams and Offices.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date 11/27/2023 of the announcement including specialized experience and/or education, as defined below.
For the GS-12 level: One full-time year of specialized public outreach experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized experience that demonstrates knowledge and skill in applying public affairs, outreach, policies, and precedents to formulate, implement, and evaluate an effective agricultural outreach and public affairs program including comprehensive public awareness and marketing campaigns using a broad array of communications techniques and delivery methods. In addition, knowledge of the economic and social problems of farmers and of the agricultural programs and services available to meet those needs.
