The incumbent provides supervision, direction, oversight, and management of a subordinate staff consisting of Financial Resources Specialist, Business Services Specialist, and other administrative, or clerical positions as allocated within the state office. Duties

Oversees and coordinates efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial, human, property. Exercises responsibility for reviewing and assessing performance and accountability including tracking and reporting on progress in achieving goals and objectives. Develops and implements, at the state level, quality assurance system and coordinates the implementation of state-level internal controls. Coordinates the implementation of strategic resource and workload assessment methods and practices to inform state- and national-level resource planning activities. Coordinates the planning, requesting, approval, allocation, and utilization of financial resources for the state. Works with the STC to review and approve state budget requests, and the annual operating budget for the state. Supervises and directs various business advisory and support functions, including coordinating national roll-outs of business or administrative initiatives.

Requirements

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration at the GS-13 grade level.) Specialized Experience Requirement: For the GS-13 Level: You must possess one year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through federal service. Examples of specialized experience include: Integrating conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources; Assessing the performance and accountability of conservation programs and operations; Coordinating roll-outs of conservation, business or administrative initiatives with the senior leadership team and staff; Directing locally-based administrative support services; Providing supervision direction, oversight, and management to natural resource conservation strategy/planning and financial staff within an organization.
