Duties
Participates in the formulation and establishment of state-wide fire policies and programs affecting firefighting, public safety, and the protection of natural and cultural resources.
Serves as an Incident Business Program Analyst consultant and authoritative expert to state leadership.
Writes business plans and administers fire business programs necessary for the support of fire management.
Establishes plans and procedures for all phases of the Annual Work Plan (AWP) process.
Synthesizes the requirements of budget development and execution with fire and aviation program direction to enable accomplishment of natural resource management on the ground.
Researches and identifies complex program issues or problems impacting program initiative; makes recommendations for and coordinates resolutions and improvements.
Performs a variety of analytical and advisory functions to support the management of fire and aviation program budgets statewide.
Provides expert advice and consultation to higher level management officers on fire budget and incident business activities.
Maintains effective working relationships with incident business managers with the local, state and federal agencies.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: evaluate/analyze results of business management operations and prepare reports with recommended action; provide advice on a technical level and consultation to leadership on business management activities; and work with task groups.

Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
