Duties
The Department of Energy's (DOE) Office of Energy Justice and Equity (EJE) is looking for a dynamic, innovative, seasoned executive to serve as the Deputy Director for Energy Justice. The Deputy Director for Energy Justice is responsible for leading and setting the strategic vision for EJE's Office of Energy Justice Policy and Analysis.
As the Deputy Director for Energy Justice, you will:
Facilitate the implementation of energy and environmental justice policy across the agency and support Departmental and external research and development activities that support the broader aims of energy and environmental justice.
Represent the Director in communications and dealings with senior DOE officials, White House staff, Congress, other Departments and Agencies, state and local governments, private institutions, the media, and the public on policy and research issues of energy and environmental justice.
Coordinate all energy and environmental justice initiatives, policies, research, directives, and documents developed at the Director's request; and serves as liaison with the White House on issues of energy and environmental justice.
Manage and lead a research, policy, program, and analysis division comprised of senior researchers, engineers, data scientists, policy analysts, stakeholder engagement professional, and economists. This role requires keen understanding of current energy and environmental justice research and policy issues; how to lead and manage a complex and diverse organization; influence decision making within technology offices at the Department of Energy and the National Lab; and engage with external stakeholders to advance the Department's mission.
Serve as a primary decisionmaker for operations within the Office of Energy Justice Policy and Analysis, and lead all personnel, budgeting, research, and programmatic aspects of the Office of Energy Justice Policy and Analysis.
Provide strategic oversight of the Office of Energy Justice Policy and Analysis in support of EJE energy justice research programs, policies, and projects; and maintain a relationship with the Energy Information Administration to advance research projects pertaining to energy burden, energy access, and implementation of DOE programs and policies.
Provide creative insights to help identify, clarify, and resolve complex issues critical to the Director; establishes vision, strategies, and implementation plans to advance energy and environmental justice at the Department; reviews proposed policies, and approves policies designed to advance energy and environmental justice policy. The Deputy Director also determines overall functional requirements to advance energy and environmental justice within the Department and ensures that established policies and programs correlate with appropriate laws and/or regulations.
Review all aspects of DOE's energy and environmental justice programs and the Organization's Policy and Analysis programs for effectiveness, and identifies functional areas where revision may be necessary, and develops strategies to increase their effectiveness to advance underlying goals.
Work closely with the Office of the Under Secretary of Science and Energy, the DOE Front Office, and the Office of the Under Secretary of Infrastructure to ensure that at least 40% of the benefits of DOE Research, Development, demonstration, and deployment (RDD&D) program spending goes to historically disadvantaged communities; advance energy and environmental justice policy across all DOE portfolios; works with DOE program offices to include energy and environmental justice considerations in the overall DOE budget; works with the interagency leadership to develop and apply metrics for justice and equity progress; performs outreach and consultation with external partners and stakeholders; and works across all ED divisions to ensure an integrated approach to energy and environmental justice.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
Demonstrated experience overseeing, managing, and developing energy and environmental justice policy and research initiatives, including analyzing policies, academic literature, and data; and with providing expert guidance to industry, non-governmental organizations, academic institutions, and senior leadership related to management priorities, strategic plans, policies, and programmatic matters.
In-depth knowledge and experience establishing partnerships with internal and external stakeholders, including industry, non-governmental organizations, and academic institutions to advance energy and environmental justice and to eliminate barriers that may impede advancing equity, civil rights, racial justice, and equal employment opportunity within underserved communities.
Ability to provide sound legal and policy advice through oral and written communication to leadership, industry, non-governmental organizations, and academic institutions on energy and environmental justice research and policy and developments, as well as provide technical guidance to senior management staff and officials at multiple levels.
