This position is located in the Office of the Executive Director (OED), Human Capital Management Office (HCMO). The incumbent is responsible for the development, implementation, and operation of the Disability Employment program. As the Program Manager, responsibilities include improving hiring opportunities, advancement and retention of people with disabilities through planning, developing, training and management advisory services, and reports to the Director, ER/LR and Performance Management.
Duties
The incumbent's duties will be as follows:
Serves as principle advisor to the Chief Human Capital Officer on all matters related to the Disability Program including the administration of the FTC's reasonable accommodation procedures, coordinating the employment of persons with disabilities, and providing advice as it relates to disability employment.
Develops and delivers training to employees and management officials concerning the FTC's reasonable accommodation process and the various hiring programs and other resources available for recruiting, developing, and retaining persons with disabilities.
Provides guidance and technical assistance to managers and supervisors on requests for reasonable accommodation. Advises and assists managers, supervisors, and employees regarding roles and responsibilities relative to reasonable accommodation procedures. The incumbent serves as a resource for information on disability issues that affect the agency and is the deciding official on reasonable accommodation requests from applicants.
Reviews and analyzes the FTC's reasonable accommodation process and procedures in the recruitment, retention, and development of individuals with disabilities. Publicizes objectives of the program to agency leaders, ensuring management's awareness of FTC goals for hiring individuals with disabilities. Communicates to management, employees, and community organizations information that will enhance the employment of people with disabilities.
Serves as Selective Placement Coordinator. Provides recruitment and placement, and affirmative employment advisory services. Develops and implements special community outreach programs for individuals with disabilities and disabled veterans at universities, other agencies, and private organizations as needed for the purpose of identifying candidates for positions at the FTC.
Establishes and maintains effective tracking systems to monitor the processing of reasonable accommodation requests. Regularly reviews and analyzes the FTC's reasonable accommodation process and progress and prepares written correspondence, reports, position papers, and policy guidance as needed. Represents the FTC at conferences, seminars, and meetings.
Performs miscellaneous duties and special projects as assigned.

Qualifications
To qualify for the GS-13 grade level:
Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Specialized experience must demonstrate:
Expert knowledge of the Americans with Disabilities Act of 1990 (ADA), the ADA Amendments Act of 2008, and the Rehabilitation Act of 1973, as amended, administrative laws, policies, regulations, and precedents; and ability to translate relevant Federal legislation into program goals, actions and services for employees and visitors with disabilities.
Experience in resolving reasonable accommodation requests.
Expert knowledge in analytical and evaluation methods to develop, implement and evaluate guidelines and standards as they relate to person with disabilities; in accordance with FTC program goals and objectives.
Experience planning, developing, scheduling and presenting or overseeing disability-training programs for management and employees.
Expert knowledge of Federal personnel administration policies and practices, including merit review, performance evaluation, career development, labor relations, employee relations, adverse actions, position classification, recruitment and placement so that the incumbent understands technical personnel issues and knows when to obtain expert technical advice and assistance to answer questions and develop effective solutions.
Understanding of the kinds of management actions and employment practices and conditions that constitute barriers to EEO such as limited sources of recruitment, improper management practices, and the shortage of career-ladder positions in order to develop staff recommendations to management.
Experience planning, developing, and evaluating an Affirmative Employment Program (AEP) Program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for the required specialized experience at this grade level.
