This assignment is a 1-year non-reimbursable detail assignment, with option to extend an additional two years.
Rotational - 12 Months with potential option to extend an additional 24 months.
This temporary Rotation Assignment is with the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Transborder Security Center (TBS). This is a temporary appointment in the Excepted Service and will be filled on a full-time temporary basis.
Duties
The incumbent of this position serves as the Senior Intelligence Officer (SIO) and subject matter expert on border security issues and related topics to include migration trends, drug-trafficking, transnational organized crime, human and weapons smuggling, and foreign governments' policies that impact security along the US southwest and northern borders. This includes global dynamics, not just in the Western Hemisphere but also Eastern Hemisphere migration.
The incumbent must be an experienced, senior intelligence analyst with extensive experience in national level intelligence production, and have specific expertise on North American border security relationships, migration, drug trafficking issues in Latin America, and immigration.

- Must be able to maintain a Top Secret/SCI security clearance
- Overtime may be required in response to a significant event
- Occasional Travel – Overnight travel may be required
- Internal incumbent is subject to pre-employment and random drug testing
- Relocation expenses are not authorized
- Must obtain supervisor approval for this rotation assignment
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
Qualifications
To qualify for the GS-15 level, applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included:
The competencies or knowledge, skills, and abilities needed to perform this job are:
1. Expert knowledge of the principles of intelligence and/or border security intelligence analysis. Expert technical knowledge of the programs and policies of the Intelligence Community and DHS Intelligence mission.
2. Expert knowledge of a wide range of analytical and evaluative techniques pertinent to
understanding intelligence processes supporting homeland security. Advanced ability to conduct complex intelligence management, coordination, and interaction across a broad range of Joint or Interagency activities, including collaborating with and advising leadership, program managers and specialists, contractor personnel, and
representatives of other agencies.
3. Expert skill in planning, organizing, directing, and conducting complex studies, as well as ability to resolve matters involving significant or controversial issues.
4. High-level ability to effectively communicate both written and orally. High degree of seasoned judgment, planning, and analytical skills to coordinate and devise innovative means to improve key work processes and environments.
5. Ability to rapidly analyze complex data, conduct research, acquire facts, identify problems, develop innovative solutions, and apply good interpersonal skills to resolve intricate
problems. Ability to execute projects and/or studies within established operational and time
constraints.
The applicant must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Substitution of education in lieu of specialized experience may not be used for this grade level.
