This position is located in the Bureau of Administration, Office of the Executive Director, Human Resources Division (A/EX/HRD) providing the full range of position classification operational, analytical, and advisory services in support of the serviced Bureau's mission.
Duties
Ensures accurate and consistent classification of all assigned requests that reflects and understanding of both the organization's mission needs and applicable classification guidelines.
Provides expert position classification and position management advisory services to Bureau supervisors and managers.
Develops, implements, and interprets policies and standard operating procedures pertaining to the Bureau's classification and position management program.
Serves as the Bureau's point of contact in providing comments to the HR/CSHRM in responding to draft OPM position classification standards and guides and in the implementation of new standards and guides.
Develops and maintains contacts with counterparts in other Bureaus within the Department of State, and in the Office of Personnel Management and other Federal agencies.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience classifying positions to include signing as the classifier of Position Descriptions, applying Office of Personnel Management classification standards, and processing classification actions.
Experience performing organizational studies, desk audits and advising management on classification regulation, policy, and standards to resolve complex classification and position management issues.
There is no substitute of education for specialized experience for the GS-13 position.
