You will serve as a PHYSICAL SCIENTIST/GENERAL ENGINEER in the PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT of NAVOCEANO BAY ST LOUIS. The incumbent will serve as NAVOCEANO's Office of Research and Technology Applications (ORTA) Representative and is responsible for developing and managing all technology transfer projects in support of NAVOCEANO's Technology Transfer (T2) Program.

Duties

You will serve as the Technology Transfer Project Manager and ORTA Representative for NAVOCEANO, acting as a liaison with Commander, Naval Meteorology and Oceanography Command (COMNAVMETOCCOM). You will serve as the NAVOCEANO Technology Transfer (T2) Project Manager, and as a contributing member of the Naval Meteorology and Oceanography (METOC) T2 Team. You will serve as NAVOCEANO’s primary representative for T2 matters both internally and externally. You will develop, promote, and manage T2 relationships with key Governmental entities. You will work closely with the COMNAVMETOCCOM Chief Technology Officer (CTO) and legal staff, COMNAVMETOCCOM ORTA, and NAVOCEANO Departments and SMEs in the execution of your duties. You will write reports and articles and provide briefings to senior leadership on NAVOCEANO'S T2 Program. You will develop an Annual Business Plan, which includes metrics.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Incumbent is to perform all training as required by the ONR.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery knowledge of the principles and theories of engineering, oceanography, hydrography, bathymetry, geodesy, physics, geophysics, cartography, mathematics, and/or Unmanned Systems. Knowledge or experience in emerging technologies and changing National, Department of Defense, and Naval strategies. Experience identifying and investigating exploratory/advance development, and transferring research and development efforts to Navy and non-Navy programs to include academia, federal/ state/local governments, and industry. 1301; Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


0801; Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET;
or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2.
