Serves as the Manager, Rocket Propulsion Test (RPT) Program with responsibility for managing, operating, and developing all of the Agency's rocket propulsion test assets and capabilities at the Stennis Space Center (SSC), the Marshall Space Flight Center (MSFC), the Johnson Space Center's (JSC) White Sands Test Facility (WSTF), and the Glenn Research Center's (GRC) Armstrong Test Facility (ATF).

Duties

The Manager, Rocket Propulsion Test Office: Develops strategic and tactical plans and initiatives by setting priorities and recommending and/or affecting changes in the focus of the work to reach NASA propulsion test objectives at SSC, MSFC, JSC's WSTF, and GRC's ATF. In addition, develops meaningful collaborative efforts with NASA organizations and the Department of Defense rocket test organizations promoting improved test services for both agencies. Recommends infrastructure improvements to propulsion testing and equipment without sacrificing safety and quality to control costs. Likewise, justifies and defends requirements for new and/or modified test facilities, capabilities, and equipment based on program needs. Recommends, justifies, defends closure, mothballs, abandon in place, and/or demolition of those facilities/stands that are not supported by program needs or Agency budgets. Ensures the critical skills and infrastructure are maintained to support the NASA RPT requirements. Administers disciplined program control across all RPT programs and projects ensuring sound fiscal management and availability of decision-making information for managers at all levels. Serves at the Capability Portfolio Manager for rocket engine test facilities and evaluates the Agency's overall requirements for new and/or modified test facilities based on knowledge of new program requirements and ensures that the capability to meet those requirements are available in an efficient and cost-effective manner. Provides sound executive management expertise on policies, procedures, tools, and techniques to all RPT activities, ensuring Agency initiatives are implemented. Makes test assignments, facility status assignments, and recommends test facilities to meet those requirements. Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1- Demonstrated experience leading and overseeing operations, maintenance, and sustainment of complex/critical facilities and infrastructure associated with rocket propulsion testing and technology development, or other similar test facilities. MTQ 2- Demonstrated experience leading a geographically dispersed team and resources, and/or collaborating with other federal agencies, industry and academia in implementing and overseeing a portfolio of rocket propulsion system test capabilities.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
