Duties

This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10). Typical Duties Include: Orchestrating transformative HR service delivery through meticulous requirements gathering and assertive business process re-engineering that support envisioning, designing, and leading the development of human-centered HR information systems, including CBP's Customer Relationship Management (CRM) platform (e.g., Salesforce) and solutions that leverage Robotic Process Automation (RPA) tools (e.g., MS Power Platform, UiPath). Establishing a framework for ensuring that customer needs and objectives are clearly understood, rigorously documented, and used to support the redesign and development of HR business processes, data, and product requirements. Leading and conducting function-by-function, element-by-element data reviews and analyses of the HR processes, operating procedures, and systems to recommend more efficient processes and follow through with implementing the decisions. Leverage project management software (e.g. Smartsheet) to ensure that each underlying project is supported by a robust project management plan that includes Systems Design and Development, Testing, Implementation, and Change Management. Establishing key performance indicators (KPIs) and metrics to assess the effectiveness and success of HR information system products.

Selective Placement Factor: Applicants that do not possess the following experience will be rated as ineligible for the position: Overseeing the use of robotic process automation tools (e.g., Salesforce, Microsoft Power Platform, UiPath) in the development of solutions to improve critical human resources and system-based business processes. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing a clear vision and strategy for HR Information Systems (e.g. Salesforce) aligned with agency and organization goals and objectives. Leading teams that consist of human resource experts and technical developers using project management methodologies (such as Scrum or Kanban) while fostering a culture of agility, adaptability, and continuous improvement in HR service delivery. Examining and recommending changes to current processes which streamline the delivery of a service or product to internal and/or external customers. Managing the acquisition of HR technology to include accommodating competing constraints of budget, schedule and performance while being responsible for product execution, monitoring contractor performance and risk management. Implementing new business process prototypes that are evaluated in a defined operational environment that allows for data-driven recommendations.
