This position is located in Grand Canyon National Park, in the Visitor and Resource Protection Division, Recreation Fee branch.

Duties

Major Duties: Park Reviews: Data-mine in systems (PMIS, PEPC, FBMS, FPPS, etc.) prior to reviews. Team lead for HR-related review activity (exit clearances, training completions, etc.) Help with logistics - travel coordination, scheduling, planning, etc. Communications: Build bridges between field and regional staffs, aiding in developing interdisciplinary solutions. Develop practical checklists, SOPs, and resources. Build and maintain SharePoint and/or other intranet platforms. Office Functions: Purchasing, Travel, Records Management, & Correspondence Management. Schedule management: Fleet tracking, Panic Alarm test reminder, RBMS password reset reminders, Audit tracking and reminders, AFM checks. Additional Duties for GS-09: Serving as the COR representative for funded FLREA projects. Development of advice and implementation plans and procedures for all staff, ensuring that all program compliance goals, and reporting requirements are met. Conducts analyses and studies of financial and operational data to identify and resolve problems. Duties will be developmental in nature when filled below the full performance level. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 66,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.

Qualifications

All qualifications must be met by the closing date of this announcement-11/26/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 professional grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing resource orientation, disseminating information, collecting, and accounting for fees, completing remittance reports for monies collected, leading others involved in fee collection or visitor orientation programs, and working with technology and software used in revenue and fee management. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education (18 semester hours) in a related field such as business administration, finance, accounting or other closed related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. You must include transcripts. -OR- Superior Academic Achievement (S.A.A.): A bachelor's degree in a directly-related field, as noted above, and meeting one of the criteria of S.A.A. - (1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR (2)Grade Point Average (G.P.A.): Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take percentage of required graduate education. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 professional grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a recreation fee program for a small park or unit. Creditable experience involves the development of the basic programs, policies, and procedures which facilitate the work of park fee programs; and administrative analysis, theory, and principles in adapting practice to the unique requirements of a recreation fee program. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of graduate level education (36 semester hours) leading to a Master's degree or equivalent graduate degree in a related field such as business administration, finance, accounting or other closed related subjects, OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-9 grade level. To combine education and experience, first take percentage of required graduate education. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
