Duties
As a Supervisory Financial Systems Analyst, you will perform the following duties:
Provide supervisory support and lead accounting, budgetary, financial management systems and software activities related to National Oceanic and Atmospheric Administration's (NOAA) financial systems and applications. Provide direction to ensure that the goals and objectives for the team are achieved in support of financial system activities for the NOAA Finance Office, Line/Staff Offices, Department of Commerce (DOC) and cross-serviced agencies that utilize DOC/NOAA financial and administrative systems/applications.
Analyze financial/accounting system to solve a variety of problems. Prepare, review, and provide guidance for software development life cycle documentation. Analyze, plan, schedule, and coordinate the sequence, and timing of actions in all phases of new process/software implementations. Utilize knowledge of automated financial systems to manage, lead and/or advise team members in the resolution of both functional and technical complex issues.
Provide technical and analytical guidance for requests requiring higher-level data analyses and data management. Work in conjunction with senior management and stakeholders to achieve NOAA and departmental initiatives as well as Federal mandates.
Perform the full range of supervisory functions. Manage a staff of professionals in support of financial management system software development life cycle. Plan and distribute work of subordinates. Set and adjust short & long term priorities and prepare schedules for the completion of work. Evaluate the work performance of subordinates, providing technical oversight and instruction and addressing poor performance. Develop performance standards. Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for subordinate positions and design effective organizations. Recommend appointment, promotion, or reassignment to such positions. Identify developmental & training needs of employees, providing development and training.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Conducting analysis of business processes and recommending improvements to management;
Providing guidance in reviewing and creating financial solutions such as associated level of effort, cost estimates, and schedules; and
Assigning work, setting priorities, reviewing and evaluating work assignments and performance of subordinates and providing performance feedback.
