These positions are located within the Engineering Service at the Royal C Johnson Veterans Memorial Sioux Falls, SD. The Engineering Technician performs a variety of work requiring application of extensive technical knowledge involving various established engineering methods, procedures, techniques and practices.
Duties

The major duties include but are not limited to:
Design and Development of Projects
Reviews the needs of the medical center and makes recommendations as to the scope
of the work (SOW);
Plans, develops and supervises complex projects involving highly sophisticated medical equipment installation requiring methods and procedures not usually found in written procedures;
Develops and draws preliminary sketches, plot utility plans, maps, architectural plans, electrical schematics, electrical circuit plans, plumbing schematics, plumbing plans (piping layout), heating, ventilation and air conditioning system layouts, etc. with an optimal level of drafting techniques and use of the computer-aided design (CAD) system.
Project Management
Serves as the Contracting Officer's Representative (COR) for all construction projects and leases as assigned, requiring to possess and maintain relevant VA certifications as a condition of employment;
Prepares and oversees the production of plans, specifications, estimates and schedules for complex projects;
Administers architectural/engineering (A/E) design contracts to ensure A/E conformance to project scope and design criteria, while ensuring accuracy, completeness, and quality of the design work;
Administers construction contracts for compliance with project documents and other applicable standards, evaluates submittals and processes payment applications and invoices within the required time frames;
Inspects construction progress on a regular basis to ensure compliance with drawings, specifications, schedule and all applicable codes;
Mitigates design and construction errors, omissions, oversight and fraud, as well as fire and safety issues;
Ensures schedule milestones are met during design and construction project execution;
Conducts the final inspection(s) of the project area with facility staff, A/E and contractor, ensuing completion of all items within the construction scope;
Generates punch lists as necessary and tracks completion of all items noted as incomplete or requiring correction;
Lease Management
Prepares space requirement packages for new leases;
Assembles procurement packages for new leases and submits to contracting
Conducts market research and analysis for potential properties;
Inspects the leased property throughout the life of the lease;
Coordinates needed repair of maintenance work at the property through the landlord;
Ensures the proper documentation is provided for lease renewal, rent payments, etc.;
Develops performance work statements for issuance to landlords or contractors to address modifications to accommodate for growth and meet the needs of the VA; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is performed indoors in a well-lit, temperature and sound controlled office setting. However, incumbent may be exposed to the hazards of weather, dirt, dust etc. associated with construction settings while making "on-site" inspections of assigned projects. Incumbent must be physically able to climb, crawl, walk, stoop, sit and stand to perform assigned duties. Incumbent is also expected to comply with all safety codes and other practices described in the Engineering and Medical Center Safety Manuals.
