VISN 8 has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This position serves as the Supervisory HR Specialist of the Technical Review Unit of the VISN 8 Network Office/Human Resources Management Office.

The Supervisory HR Specialist of the Technical Review Unit of the VISN 8 Network Office/Human Resources Management Office, in collaboration with the VISN Chief Human Resources Officer (CHRO) and the VISN Deputy HRO, is responsible for the planning, developing, and implementing of the goals and objectives of the Technical Review Unit. In addition, the supervisor is responsible for the supervision of technical reviewers and their functions of processing all personnel actions, resolving issues in DCPS and REMEDY, and reviewing/processing actions in HRSmart (ER, R&P, benefits, etc.) to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation.
Duties include, but are not limited to the following:
Manages daily operations of Technical Review; supervises technical reviewers and their functions of processing all personnel actions, resolving issues in DCPS and REMEDY; processing actions in HRSmart.
Responsible for the VISN Technical Review unit, in addition is responsible for ensuring the technical review of PAR actions within HRSmart.
Ensures compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation.
Serves as a senior advisor on VISN-wide technical review matters in HRSmart and is responsible for providing expert technical assistance and in the successful development, deployment, training, and support for new automated technologies and integration of systems within VHA.
Leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities.
Serves as the senior expert on the Personnel File (eOPF) in order to verify the legality and accuracy of processed actions. Ensures technical reviewers have the appropriate training and tools for compliance and accuracy.
Responsible for managing the submission and resolution of REMEDY help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections.
Consults with VISN HR leadership to identify needs and develops tools and knowledge products to meet those needs.
Provides expert technical advice to solve challenging problems including high visibility and critical issues.
Formally briefs or participates in briefing management on interpretations or applicability of data, potential findings, and recommendations.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm (various tours of duty available).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher andthree years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Applying a wide range of HR concepts, principles, laws, regulations and VHA specific policy requirements.
Makes recommendations and decisions that have profound implications on execution, support, and implementation.
Managing projects and facilitating groups to perform all personal actions to include ERLR, R&P, Benefits, Manpower, ect.; conducting team building, communications improvement, problem solving, and coordination of efforts for a group of HR professionals; and providing expert guidance and mentorship.
Provides technically sound solutions to challenging and critical problems.
Expert experience in utilizing HR Smart for initiating and reviewing personnel actions/accessions, reviewing position pages for correctness, querying, and analyzing reports, and providing feedback for personnel action on all errors in processing.
Experience with the various systems such as HRSmart, e-OPF, DFAS, DCPS, LEAF, etc. Microsoft Office products (Excel, Word, Access, PowerPoint, Outlook, etc.)

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Independently operates and evaluates automated personnel management tools for all related HR functions, reviews exception reports, remedy tickets, employee complaints and position data that has been entered into HR Smart and VA's payroll system managed by the Defense Finance Accounting Service (DFAS) and Defense Critical Programs (DCPS), eOPF.
Analyzes and troubleshoots personnel action rejects, determines where errors exist and takes appropriate corrective action to ensure accuracy; reviews reject listings received from HR SMART and DFAS and determines the level and status for adjustments; and resolves problems and assists staff and employees with issues requiring corrective action.
Applies a wide range of HR concepts, principles, laws, regulations, and practices to manage and evaluate human resources management programs and advises top management of activities and regulations for processing.
Provides expert guidance and assistance in Coding and processes a wide variety of personnel actions and/or accessions for appointments; and processes personnel actions of the General Schedule, Federal Wage System, Non-Appropriated Fund Instrumentality (NAFI), Hybrid Title 38 and Title 38 systems which have different pay structures, appointment procedures, controls, benefits and limitations.
Conducts data integrity audits and assessments, participates in planning and workforce development, and advises management on technical review matters.
Experience with the various systems such as HRSmart, e-OPF, DFAS, DCPS, LEAF, etc.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
