The HR Specialist, Technical Reviewer, provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service. The HR Specialist, Technical Reviewer, reviews all facets of work for all areas of HR including Staff, ER/LR, Benefits, etc. across all stations within the network.
Duties

Duties include, but are not limited to the following:
Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions
Conducts a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements
Reviews personnel actions to ensure all employee data is accurately captured, e.g. legal authority, Veteran's Preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc.
Reviews grade, step and salary on personnel actions to ensure all pay-setting laws and regulations are adhered to for a variety of Title 5, Title 38, and Title 38 Hybrid positions
Performs review of employees Electronic Official Personnel File (eOPF) in order to verify the legality and accuracy of processed actions
Generates queries and reports from various computer systems as needed to retrieve information for data verification.
Work Schedule: Monday-Friday; 8:00am - 4:30pm
Telework: A supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Physical Requirements: No special physical exertion is required. Work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-9 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Performing technical/qualify reviews for all personnel actions to include reviewing and releasing actions; processing personnel actions such as HT38 conversions, results of HRIS Bulletins; conducting employee record audits, pay audits and resolving issues through DCIPS and REMEDY; processing cancellations and correction actions in HR Smart for all areas of HR. ~OR~
Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experiences in principles and practices used in the technical/quality review of personnel actions; process mass personnel actions related to HRIS Bulletins; conducting employee record audits, pay audits and resolves issues through DCIPS and REMEDY; processing cancellations and correction actions for all areas of HR; Experiences and skill in applying a wide range of HR laws, regulations, principles, and practices sufficient to serve as a consultant in providing advice to managers and employees. ~OR~
Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree AND Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Performing technical/qualify reviews for all personnel actions to include reviewing and releasing actions; processing personnel actions such as HT38 conversions, results of HRIS Bulletins; conducting employee record audits, pay audits and resolving issues through DCIPS and REMEDY; processing cancellations and correction actions in HR Smart for all areas of HR. ~OR~
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Performing technical/qualify reviews for all personnel actions to include reviewing and releasing actions; processing cancellations and correction actions in HR Smart for all areas of HR; processing personnel actions such as conversions, processing mass personnel actions related to HRIS Bulletins; conducting employee record audits, pay audits and resolves issues through DCIPS and REMEDY; generating queries and reports from various computer systems as needed to retrieve information for data verification; providing advice on HR functions and analyze regulations to develop operating procedures and processes for an organization's HR programs.
