Duties

Serves as the Procurement Policy Branch Chief in the Contract Oversight Division of the Procurement Process Support Directorate, DLA Land and Maritime – Columbus. Interprets Federal and Defense contracting laws, regulations and policies and ensures accurate maintenance and training to the acquisition workforce. Serves as the focal point for approval and release of all acquisition policies and processes to the acquisition workforce. Ensures accurate monitoring and reporting of local and J7 required focus areas (e.g., Critical Safety Item Compliance, Special Emergency Procurement Authority Use, Fast Pay Violations, DPAS Violations, Contracting Officer Representative Compliance, Bridge Contracts, Cybersecurity Incidents). Manages the development of tools improving the quality, effectiveness, and efficiency of the acquisition workforce to access and understand current regulation/policies. Coordinates with supplier and customer operations organizations, support teams (i.e., value engineering, small business, technical, etc.), legal counsel, other Major Subordinate Commands, and Headquarters. Develops policy analyst team through coaching, mentoring, and empowerment to work together and autonomously with counterparts across DLA to ensure that acquisition associates can efficiently and effectively accomplish the DLA mission.

Qualifications

To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS- 12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post award actions. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations. Communicates both orally and in writing; clearly, concisely, and with technical accuracy. Serves as a subject matter expert; training, mentoring, and reviewing for subordinates. Ability to solve a variety of contracting problems, including those requiring significant departures from previous approaches. Initiates, develops, and recommends contracting policies, procedures, or business rules for the guidance and control of subordinate contracting areas. Ability to pull, analyze, and present data and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
