This position is in Program Systems Operations Branch in the Office of the Chief Financial Officer and will serves as the Branch Chief responsible for Account Management Agent (AMA) and Treasury Automated Standard Applications for Payments (ASAP) financial data of grant activities and inventory of Commodities this includes Accounts Payable, Cash Management and Internal Controls of grant programs and maintains relationships with Regional and Staff offices to resolve accounting transactions.
Duties
Provide advice to senior leadership, program managers, and other accountants/analysts on resolving difficult accounting issues related to the standard general ledger, trial balance and the preparation of financial statements.
Provides leadership and technical assistance for resolution of unusual or complex problems n coordination with the OCFO and OIG and auditors.
Provides innovative approaches, methodologies, and/or techniques to fulfill internal control over financial reporting requirements.
Expert for internal control over financial reporting providing leadership for highly complex and challenging activities under the minimal direction of the Division Director.
Reviews work of subordinates for completeness, accuracy, compliance, quality, and timeliness and develop performance standards. Identify developmental and training needs of employees, provide or arrange for needed development and training.
Resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Provide minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Performs analysis, evaluation, and interpretation of financial data in accounting systems to prepare reports required by Management, Treasury Department, OMB, Congress, and other agencies within USDA.
Provide leadership for highly complex and challenging activities under minimal direction of the Division Director.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
For the GS-0510, Accountant applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit business law.
OR
Successful completion of at least 4 years of experience in accounting or an equivalent combination of accounting experience, college- education, and training that provided professional accounting knowledge.
Combination of education and experience includes one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
(a) You have successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined a demonstration and a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, education, training, and my experience fully meet the specified requirements.
In addition to the basic requirements, applicants must also meet the specialized experience below:
To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as:
Leads and instructs staff on financial accounting, Treasury systems, Account Management Agent (AMA), and financial reporting;
Manages workload, sets objectives, and allocates resources to achieve goals;
Enforces financial standards, guidelines, and regulations to ensure accurate reporting and internal controls; AND
Analyzes financial information to verify the accuracy of financial statements and reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
