The Payments & Outreach (P&O) Section Head is responsible for leading a portfolio of payment operations, external grant recipient communications and outreach, and post-award financial/grant processes. The P&O Section Head reports to the PAB Branch Chief and is the lead point-of-contact for external grantee inquiries around payment and grant financial processes. This is a supervisory position within the of the Division of Financial Management (DFM) which is led by NSF's Chief Financial Officer.

Duties

NSF's Payments and Analytics Branch (PAB) directly supports the agency's mission by leading comprehensive post-award grant and commercial financial processes, including payment operations, financial analytics, monitoring and compliance, and stakeholder outreach. The Payments and Outreach (P&O) Section Head is responsible for leading a portfolio of payment operations, external grant recipient communications and outreach, and post-award financial / grant processes. The P&O Section Head reports to the PAB Branch Chief and is the lead point-of-contact for external grantee inquiries around payment and grant financial processes. This is a supervisory position within the of the Division of Financial Management (DFM), located within the Office of Budget, Finance and Award Management (BFA) which is led by NSF's Chief Financial Officer. As a Supervisory Accountant, GS-0510-14 MP, you will perform the following duties: Lead the portfolio of grants financial management, payments management, and financial-related grantee outreach within the Payments and Analytics Branch (PAB), Responsible for the direct and indirect supervision of Payments and Outreach (P&O) financial management specialists and accountants and directs the performance of all the above-mentioned activities within the P&O section portfolio.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal government in leading comprehensive grant and commercial post-award financial processes, including payment operations, financial analytics, monitoring and compliance, and stakeholder outreach. Examples of specialized experience include performing and assessing federal financial management, administration of financial and grants management systems, post-award grants management, auditing accounts payable functions, conducting independent reconciliations and analyses of financial data, and coordinating internal / external stakeholder outreach. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. For the second hurdle, applicants who pass the first hurdle will have their resumes reviewed to ensure ALL of the required Specialized Experience. Applicant responses will be reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration. You will be evaluated for this job based on how well you meet the qualifications above. Ratings will be assigned based on your responses to the occupational questionnaire which will rate the following competencies: Data Management Grants Management Federal Funds Processing Partnering For the second hurdle, resumes will be reviewed for proof of ALL of the following knowledge. Knowledge and experience with at least one aspect of Federal grant financial management processes: examples include Federal grant payment systems, payment request and expenditure reporting, general knowledge of cost allowability guidelines, program income, and other grant financial requirements. Knowledge and experience with at least one aspect of Federal accounting operations: examples include accounts payable functions, processing grant and vendor invoices and preparing, reviewing, and / or certifying payment schedules to Treasury. GS-14 In addition to meeting the basic requirement, the basic qualification requirements for Accountant positions also include a: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You must meet the minimum education requirements as described in "Qualifications." Therefore, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
