This position is located in the Medical Supply Program Office (MSPO) of the Office of Procurement and Logistics Office (19PLO) in the Veterans Health Administration (Washington, DC). The Portfolio Manager has broad program management and oversight responsibilities for the commodities-based Program Office (PO).
Duties
Major duties include:
Works with the Program Manager to develop new programs, processes and procedures, based on Internal/external Interrelationships and integrates new program requirements Into existing programs.
Coordinates with a variety of staff members on guidelines consisting of broad administrative policies, goals, objectives, and regulations to solve complex administrative, operational, organizational, and managerial concerns.
Provides input in source selection and contractor monitoring of acquisition phases and development through production and deployment.
Plans, organizes and coordinates all activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, testing and logistics.
Continually studies, reviews and evaluates program progress, while formulating system requirements into appropriate specifications.
Oversees and coordinates with Internal and external Work Groups to determine program direction, goals, service levels, priorities and deadlines for each initiative.
Serves as the primary interface between the Functional Area Managers and the VHA HQ staff on issues related to requirements generation, trading-off users' requirements, budget formulation/execution, contract administration, policy development/implementation, strategic communication, personnel utilization and administrative support.
Oversees annual and multi-year fiscal planning with widely varying needs, goals, objectives, work processes and timetables throughout the enterprise.
Monitors the availability and use of all resources, while assessing the budget performance against planned milestones.
Identifies and resolves Issues where no policy exists, taking Innovative actions to address new needs and/or issues.
Serves as a liaison with top-level managers In VHA HQ, high-ranking officials in other Federal agencies and various governing boards/committees.
Work Schedule: Monday - Friday, 8:00 A.M. - 4:30 P.M.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
This announcement is for CTAP eligible applicants. Therefore, under 5 CFR 330.607(c), applicants must have a permanent position of record at the GS-13 grade or higher to qualify for this GS-14 position.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. To be found minimally qualified, your resume must clearly demonstrate that you meet at least three out of the five specialized experience statements as indicated below. Specialized experience includes: Extensive experience with highly technical and complex acquisition programs. Expert experience with developing, interpreting, and implementing commodities -based acquisition requirements. Exceptional Ability to independently make decisions and determinations within framework of laws, regulations and policies. Responsible for compliance with public laws related to program management, acquisitions, and logistics. Expert experience with implementing goals and objectives as a manager.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
