The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

Duties

Serve as the Chief Financial Officer of the Intelligence Community, reporting directly to the Director of National Intelligence, and performing the roles and responsibilities outlined in SEC. 103I. [50 U.S.C. § 3034]. Serve as the principal advisor to the Director of National Intelligence and the Principal Deputy Director of National Intelligence on the management and allocation of intelligence community budgetary resources. Participate in overseeing a comprehensive and integrated strategic process for resource management within the Intelligence Community (IC). Provide oversight of executive leadership decisions, management capabilities, of IC budgets, and program performance activities. Ensure NIP investments are realistic, executable, and aligned to the National Intelligence Strategy and are well justified and defended to the Office of Management and Budget (OMB) and Congress. Build strong and collaborative relationships with counterparts throughout the IC and at OMB, the Department of Defense, and Congress, and leverage these ties to successfully advocate for the position and priorities of the Director of National Intelligence (DNI). Manage, lead, plan, develop, and coordinate the implementation of the total budgetary and financial management programs of the DNI. Refine the intelligence program and budget process to better implement the priorities of leaders throughout the ODNI. Manage and lead efforts to link performance measurements and budgeting across NIP components. Lead, plan and modernize business practices and develop verifiable metrics, refine current practices, introduce new policies and methodologies, and measure successes. Establish and define program strategies for financial and budgetary goals, timetables, milestones, and other criteria against which the relative costs and benefits of program achievements can be measured. Develop overarching financial management policies that affect the overall efficiency and economy of the IC. Brief White House and Office of Management and Budget officials, members of Congress, senior IC and USG officials, and other major stakeholders as necessary on enterprise issues and emerging trends concerning the management and allocation of intelligence community budgetary resources. Lead the development and implementation of the ODNI Strategic Plan; oversee the build-out and execution of the plan by coordinating Mission and Vision Statements, Core Values, Goals and Objectives, and Integrated Initiatives; specifically, provide overarching guidance to the team and coordinate all phases of the effort with ODNI senior leadership at key decision points. Lead, guide and establish strategic intent for future IC wide policies, programs and resources. Plan, manage and execute the mission, functions, and initiatives of the DNI and IC. Routinely serve as a representational officer for the DNI to National policy makers, Congress, OMB and White House staff. Lead and integrate a wide range of IC activities and projects related to IC-wide policy; IC strategy, plans, and requirements; modernizing security processes, continuity programs, overseas-installation security efforts; and strengthening strategic partnerships abroad, at military commands and embassies, and with domestic, Federal, and private sector partners. Lead and facilitate cross-departmental collaboration and strengthen internal communications with staff throughout ODNI, create and promote a positive, multicultural and diverse work environment. Lead and drive the ODNI core values of Excellence, Courage, Respect and Integrity, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI's commitment to diversity and opportunity. Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements; support the development of investment plans, and ensure development of business cases spanning multiple Intelligence Community organizations in order to meet stakeholder requirements. Oversee a multi-million-dollar budget for the Office to ensure funds are used both to facilitate daily operations of the Office and support IC efforts to further the IC's missions.

Qualifications

Mandatory Requirements: Expert knowledge and understanding of IC budget policies, authorizations, and appropriations processes and procedures. Expert extensive experience of IC financial and business planning processes and ability to formulate, defend, and implement IC programs and budgets. Superior knowledge of analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve the most complex financial matters. Comprehensive knowledge of the IC mission, objectives, policies and current events across the IC. Exemplary problem-solving skills and ability to identify problems and implement corrective processes. Comprehensive knowledge of the Federal government's regulations regarding business practices and procedures to successfully formulate and execute fiscal budgetary responsibilities. Strong oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management. Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders. Bachelor's degree or equivalent experience as determined by mission specialty area.
