The primary purpose of this position, General Supply Specialist GS-2001-7 target 11, is to serve as Support Section material support coordinator for long-range, mid-range, and short-term material support planning for all tool requests generated.

Duties

1. Serve as the Support Section point of contact addressing critical item, equipment and material issues that affect established production workloads. 2. Function as the Tool Support Section central point of contact for all kit development, request, and template revisions. 3. Review all aspects of material supportability to include available resources needed to execute the workload withing a specific time frame. 4. Perform administrative office support functions and maintains cooperate working relationships with team members, customers, and managing officials. 5. Prepare and establish work orders, templates and lists supporting customer requests.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITION: This position is a developmental (GS-7 target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. SPECIALIZED EXPERIENCE GS-7: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of pertinent laws, regulations, policies, and precedents which impact program and related support resources and basic knowledge of organizational structure and the interface with requirements personnel, engineering, item management, budget, data automation and contracting personnel. OR EDUCATION: Applicant must have 1 full year of graduate level education OR superior academic achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have an equivalent combination of successfully completed, qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4 year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-7 level. SPECIALIZED EXPERIENCE GS-9: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes skill to develop, interpret and recommend operating policies and exercise staff surveillance over methods and procedures used to prepare, initiate, and control procurement actions to support managed weapons systems and operational equipment world-wide. OR EDUCATION: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B., or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have an equivalent combination of successfully completed, qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes skill to apply analytical and evaluative methods and techniques to identify issues or conduct studies concerning the efficiency and effectiveness of program operations; Ability to independently, plan/organize teams to support program activities, participates as functional expert with extensive knowledge of inventory, supply, and procurement management systems; Ability to apply policies, precedents, goals, objectives, and guidelines for process oversight. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have an equivalent combination of successfully completed, qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B., or J.D., if related, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of tool support and procurement regulations, inventory control responsibilities, policies, procedures, techniques and methods applicable. 2. Ability to effectively utilize and apply established procedures to develop kit listings, templates, and to maintain files applicable to kit development. 3. Knowledge of tool support database systems, procurement functions, operations, program requirements, and work methods. 4. Ability to analyze data utilizing databases to determine root cause of problems, develop alternatives, and make recommendations to resolve a wide variety of complex support, supply related problems and issues. 5. Ability to communicate clearly and effectively both orally and in written format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
