Duties

The United States Space Force (USSF) Space Systems Command (SSC) Battle Management Command, Control and Communications Finance at Los Angeles Space Force Base is searching for a Operations Research Analyst / Cost Analyst (GS-1515-13). Description: In this role, you will leverage your expertise in mathematical, statistical, econometric, and other scientific methods to develop credible and defensible cost estimates of major systems acquisition. Your work will have a direct impact on shaping USSF strategies and policies in the ever-evolving domain of space operations. Key Responsibilities: - Independently develop and maintain cost models capable of providing cost estimates across the life cycle of their program. - Independently choose appropriate cost estimating and analysis methodologies. - Independently develop Work Breakdown Structures, data collection plans, Contract Data Requirements List, Data Item Descriptions, and cost reporting award fee criteria for all new contracts. - Assist in development and review of Cost Analysis Requirements Descriptions (CARDs). - Document, communicate, and defend cost estimating products to decision makers and senior leaders. - Lead, manage, and oversee cost estimating activities for major system acquisitions and coordinate those activities with external agencies. - Manage, plan, and conduct research projects leading to improved analytical concepts, methods, and techniques. - Direct the development of new cost estimating methods, tools, techniques, research, and data collection to support cost estimates and affordability assessments. - Serve as a subject matter expert, provide technical expertise to evaluate program cost estimates and extended budget projections and identify and quantify budgetary, cost, scheduled, technical, and programmatic risk factors related to programs. - Enforce and implement cost estimating guidance and policies and ensure portfolio programs adhering to these standards. - Brief senior leadership and other major stakeholders as necessary on strategic budget, resource, acquisition and investment planning issues. Ideal Candidate: - Extensive experience in designing and conducting complex studies and analysis. - Proficiency in mathematical, statistical, econometric, and scientific methods. - Ability to apply qualitative techniques and develop, adapt, modify, and apply cost models to solve problems, or define and clarify alternative solutions for management. - Strong knowledge of modeling and simulation techniques. - Exceptional problem-solving and critical-thinking skills. - Ability to perform a broad range of cost estimates/analyses in support of program offices by developing methodologies for an evaluating cost effectiveness of advanced weapon systems and Earned Value Management analysis. - Excellent communication and presentation abilities. Key Skills and Abilities: 1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities. 2. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 3. Skill to negotiate and/or defend findings and program support concepts. 4. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. 5. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.

  • Security clearance requirements are based upon actual position being filled.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is Acquisition Category Business Cost Estimating Level 2 and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

  • Employee must be able to acquire and retain a Top-Secret clearance.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety.
  • This position is eligible for situational telework, 2-4 days per pay period.

Education

College degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics with at least 3 of the 24 semester hours in calculus, is required.
