Salary: $101 768 - 145 617 per year

This position is located in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Emergency Management, Physical Security, and Safety & Health, Safety & Health Branch. This position is responsible for planning, coordinating, and conducting safety and health activities over a widely dispersed, large geographic area. This position is outside the bargaining unit.

Duties

For 0018-13: Directs the systematic compilation and analysis of incident data and hazards. Interprets and evaluates the accumulated information, and provides advice to agencies on eliminating or minimizing the identified hazards. Analyzes injury/illness data to develop strategies, activities, and programs for reducing injuries and illnesses. Evaluates safety and occupational health and activities of agencies through safety inspections, injury claim data, and outreach efforts. Provides evaluation reports of safety and health programs with recommendations for changes or modifications. Works closely with Space and Facilities staff to conduct safety inspections for DOL offices located in the field to determine the nature and extent of any hazards or unsafe work conditions. Provides technical assistance, advice, and consultation in the development, interpretation, and application of safety and occupational health standards and regulations as they apply to the DOL workplace and employees. Serves as a primary OASAM representative for the review of safety and occupational health programs to achieve and maintain compliance with agency regulations and standards, Executive Orders, and statutes. Plans and coordinates the investigation of DOL employee complaints and safety and occupational health catastrophes, fatalities, and serious accidents or incidents. Reviews findings of unsafe and unhealthful working conditions with managers at all levels. Prepares formal findings and recommendations for alleviation or elimination of hazards, and negotiates the implementation of corrective actions with managers and labor unions. Provides guidance on workers' compensation programs; establishes and maintains relationships with DOL management, Regional Executive Committees, and labor unions to resolve conflicts in the interpretation and application of OSHA standards or regulations. Serves as a reliable and confidential resource to OASAM Labor/Employee relations staff during routine bargaining with the unions, grievances and arbitrations related to safety and health. Provides guidance and recommendations regarding bargaining proposals concerning safety and health issues. Oversees and supports field DOL safety and health committees, as required by collective bargaining agreements.

Qualifications

You must meet the Basic Requirements listed in the Specialized Experience to qualify for Safety & Occupational Health Manager, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes: Broad knowledge of OSHA policies, regulations, directives, and program objectives; application of management principles and techniques to provide direction to staff performing duties associated with training workers, supervisors, managers, safety and occupational health professionals and employee representatives on industrial hygiene topics and OSHA inspection protocol; applying Federal OSHA protocols and policy while conducting OSHA inspection; conducting inspections and applying OSHA standards and guidelines to work-related hazards, ergonomic-related hazards and record-keeping issues; skill in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems; knowledge of supervisory/management techniques to direct staff in providing critical guidance to officials.
