The Battle Creek VA Medical Center is recruiting for a Pharmacy Supervisor (Procurement and Inventory Program Manager). The selected Pharmacy Supervisor will function within Pharmacy Service with a primary location of either the Battle Creek VAMC or the Wyoming (Michigan) VA Clinic traveling between campuses 50% or less.

Duties

The Pharmacy Procurement and Inventory Program Manager is responsible for providing leadership, direction, coordination, clinical guidance, organization, planning, and implementation of procurement and inventory programs and policies throughout all sites of care for the Battle Creek Veterans Affairs Medical Center (BC VAMC) and affiliated community-based outpatient clinics (CBOCs). The Pharmacy Procurement and Inventory Program Manager works independently under the Associate Chief of Pharmacy Operations and keeps them apprised of trends/problems associated with inventory management, procurement, conversion, substitutions, pharmacoeconomic, and automation activities. The primary responsibility of this position is inventory management, assuming responsibility and oversight for the administration and operations of the procurement staff. In addition, the incumbent will also serve as the All-Hazards Emergency Cache (AHEC) Manager. The incumbent supervises and oversees the procurement technicians, provides training, education, and clinical guidance to procurement technicians, and works closely with clinical subject matter experts. The Pharmacy Procurement and Inventory Program Manager functions as part of the pharmacy management team to accomplish the department's mission, vision, and goals. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-13 Pharmacy Supervisor (Procurement and Inventory Program Manager) Experience. In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-12 grade level, hold a valid unrestricted state license and demonstrate all the KSAs below: Demonstrated Knowledge Skills and Abilities: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. References: VA Handbook 5005, Part II, Appendix G15 dated June 7, 2012. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Work is mostly office work and sedentary in nature. Work requires moderate lifting(up to 44lbs), walking, bending, stooping, standing, pushing, and pulling. Must have current valid driver's license to travel between campuses. Overnight travel may be required periodically. Position requires the ability to read fine print on labels, depth perceptions, ability to distinguish basic colors, hearing (aid permitted), clear speech and emotional stability.
