This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties:
The Electronic Health Record (EHR) and Quality Assurance (QA) Pharmacy Program Manager holds a position of high visibility and is responsible for coordinating facility-wide efforts to improve EHR implementation for the management of Veteran medications and care coordination. The incumbent executes a position of leadership with the Pharmacy Department and facility to help design, plan, develop, implement, coordinate, direct, and evaluate the facility EHR programs while serving as the liaison between the VISN EHRM pharmacy council and the facility. This includes program development of EHR maintenance, sustainment, monitoring, and reporting as related to pharmacy. Activities include but are not limited to defining goals and requirements for the program; making sure project timelines met; identifying risks, barriers, patient safety issues and developing a mitigation plan to address them; identifying pharmacy staff educational and training needs with the Change Management team.
Major Duties include but are not limited to the following:
Responsible for overall knowledge of the activities related to the EHR Pharmacy Readiness Response (PR2) program.
Works strategically with the VPE, VISN EHRM Integration Office (IO) team and facility leadership on pharmacy related EHR issues, briefing the Chief of Pharmacy and Executive Leadership Team as needed on significant matters of medication information migration and implementation relating to the overall mission.
Works in partnership with Pharmacy Leadership, Health Informatics staff, and other pharmacy staff to identify systems issues affecting their programs, providing sound recommendations to ensure a successful migration and sustainment of the new EHR.
Ensure the facility's mission vision and values are met while operating in accordance with VHA policies, Network policies, and standards of Federal and professional agencies external to the VA.
Develops and implements long and short-term goals and plans, which includes identifying needs and potential issues in operation of pharmacy service through analyzing workload, expenditures, trends, and national VA policy implications.
Participates in the development of pharmacy EHR contingency operation plans.
Develops, tracks, and monitors all pharmacy program areas as related to EHR implementation.
Promotes and advocates for facility compliance with VHA's National Drug Formulary maintenance and guidelines.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education through their Web site at: http://www.acpe-accredit.org/.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
Transcripts (not diploma) are required, and must show the school attended, degree obtained, date conferred. Failure to submit transcripts will result in being rated as ineligible foe further consideration.
(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
A copy of your license must be submitted, failure to do so will result in being rated as ineligible for further consideration.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
Grade Determinations: In addition to the basic requirements for employment as stated above, the following criteria must be met:
GS-12 Clinical Pharmacist (Full Performance Level):
Experience or Education. In addition to the basic requirements, candidates must meet one of the following:
One (1) year of experience equivalent to the next lower grade level, ~ OR ~
Completion of an ACPE-accredited Pharm.D. program.
AND
Knowledge, Skills and Abilities (KSAs): Pharmacists at the GS-12 grade level must demonstrate the following KSAs:
Knowledge of professional pharmacy practice.
Ability to communicate orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
GS-13 Pharmacy (Program Manager):
Experience. In addition to the GS-12 requirements, must have one (1) year of experience equivalent to the next lower grade level as outlined above.
Knowledge, Skills and Abilities (KSAs): Pharmacists at the GS-13 grade level must demonstrate the following KSAs:
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards for their program area.
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Physical Requirements: This work is administrative and technical in nature, primarily sedentary. Work is performed in a healthcare setting and requires the use of numerous communication modalities. Some travel and tour of duty changes are required to meet demands of the position. Occasional light physical effort may be required. Position requires the ability to read fine print on labels, depth perceptions, ability to distinguish basic colors, hearing (aid permitted), clear speech, and emotional stability. Work may involve exposure to infection and possible contagious diseases. Standard precautions and isolation techniques will be employed as indicated. There are occasions where response to physical and/or verbal abuse by patients requires knowledge gained from ongoing violence in the workplace training.
