Duties
The Acting Deputy Executive Director, Clinical Operations in the Office of Nursing Services (ONS) is a full-time position that reports to the Executive Director of Nursing Services/Deputy Chief Nursing Officer (EDNS/DCNO), within the Office of the Assistant Under Secretary (AUSH) for Health for Patient Care Services (PCS), VA Central Office, Washington, DC. ONS provides leadership, guidance, and oversight to almost 114,000 nursing personnel serving Veterans in every Veterans Health Administration (VHA) site of care. ONS advises the VHA Under Secretary for Health on all nursing issues including clinical practice, research and evidence-based practice, staffing, workforce development, education, and policy.
The Acting Deputy Executive Director, Clinical Operations (DED,CO) serves as an integral member of the ONS Executive Leadership Team and is responsible for the day-to-day operations, management, and supervision of ONS designated staff and programs under ONS' purview. The incumbent is responsible for the planning and formulating national policies and activities that impact all nursing staff in the delivery of health care within the Department of Veterans Affairs (VA).
Duties include, but are not limited to:
Serves as a clinical and quality advisor to the Executive Director of Nursing Services/Deputy Chief Nursing Officer and the Assistant Under Secretary for Health for Patient Care Services/Chief Nursing Officer (AUSH/PCS (CNO)) on policy and procedures pertaining to delivery of health care services.
Advises the EDNS/DCNO and AUSH/PCS (CNO) on complex regulatory, legal, and public policy implications of sensitive program issues including nursing program requirements and scope of legislative mandates.
Responsible for the oversight and day-to-day operations of the Office of the Nursing Services.
Functions as a consultant to VA, VHA Program Offices and Veterans Integrated Service Network (VISN).
Leadership in planning strategic activities necessary to support quality patient care, access, cost effectiveness, data-driven decisions, and customer satisfaction.
Functions as a member of the ONS Executive Leadership Team, who collaborates with all clinical programs to form an active, coordinated interdisciplinary team able to articulate an integrated overview of the health care needs of Veterans as well as provide operational plans to address the needs of the Veteran.
Serves as a coordinator and process leader to professional and clinical experts, technicians and support staff who comprise ONS. Builds an effective work team able to articulate health care operations and strategies for future clinical needs.
NURSE: SR-610, this position is not eligible for Nurse Executive Pay.

Qualifications
BASIC REQUIREMENTS: NURSE SR-610
License and Registration: Must possess current, full, active and unrestricted registered nurse (RN) license in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia.
Education: Master of Science (MSN) in nursing or related field with Bachelor of Science (BSN) or MSN from a Bridge Program (a BSN is not issued or required) and 5-6 years experience; or Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired from an accredited program and 4-5 years experience. Education must be National League for Nursing Accrediting Commission (NLNAC) or Commission on Collegiate Nursing Education (CCNE) accredited.
Physical standards: Must meet the physical standards for the position. A physical examination prior to employment may be required.
PREFFERED QUALIFICATIONS: Incumbent possess outstanding executive level management/leadership experience in nursing or clinical services at a national or network level. A doctoral degree in Nursing from an accredited program and national certification by an approved body plus 4 to 5 years experience is preferred.
DEMONSTRATED LEADERSHIP EXPERIENCE: Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems. In addition to basic requirements, executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ):
1) Demonstrated experience in healthcare management including knowledge of strategic planning and the development of strategic goals.
2) Demonstrated experience in developing and implementing national nursing policies.
3) Demonstrated experience in developing communication strategies designed to educate and promote organizational strategic goals.

Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
