The primary purpose of this position is to serve as the Installation Resource Advocacy Manager (Diversity and Inclusion (D&I) Officer). Serves as an advocate and senior D&I advisor for the Diversity, Equity, and Inclusion Office and other senior leadership.

Duties

Leads and directs all D&I initiatives, policies, and programs and advances and increases the commitment to D&I as core institutional values in all dimensions of the Total Force. Develops and articulates the importance of D&I equity in a variety of ways (e.g., business case, value proposition and education and trainingbenefits) that fit the Installation mission. Develops, refines and implements the Installation strategic vision for D&I. Participates in special initiatives, studies, projects, and attitudinal barrier activities to include anti-harassment functions. Develops and utilizes institutional data, metrics, and research studies, and benchmarks best practices. Provides guidance, policies and consultation to support D&I conference participation at Installation events designed to attract, recruit, develop, and retain a diverse workforce.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience include experience adapting analytical techniques and evaluation criteria to the measurement and improvement of diversity and inclusion program effectiveness and/or organizational productivity; applying pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in areas such as installation diversity, equity, inclusion and accessibility as well as the major issues, program goals and objectives, work processes, and administrative operations; creating a community of inclusion, building and executing a diversity, equity, accessibility, and inclusion strategy that positively and measurably affects the culture, team, and employee experience in the installation; and providing strategic planning and change management analysis for assessing and improving diversity programs, policies, and outreach. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD/Air Force/MAJCOM/federal law/executive orders and local directives pertaining to Diversity and Inclusion programs to be able to advise the base commander and senior managers in the accomplishment and/or resolution of the most complex concerns involving Diversity and Inclusion. 2. Knowledge of a wide range of concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution. 3. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial complex Diversity and Inclusion issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. 4. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives. 5. Ability to communicate effectively both orally and in writing when preparing written documentation and presenting professional oral presentations. Uses tact and diplomacy in an effective manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
