The primary purpose of this position, EQUAL EMPLOYMENT SPECIALIST, NH-0260-02, is to serve as an installation Equal Employment Specialist with the responsibility of supporting the execution of the Affirmative Employment Program (AEP) and the six Special Emphasis Programs (SEP), which are employment programs for minorities, women, and people with disabilities.

Duties

-Responsible for administering, maintaining, evaluating, and publicizing all aspects of assigned Special Emphasis Programs. -Assist in the development of short and long-range program goals for assigned program(s) and in coordination with Affirmative Employment Program Manager (AEPM) and Disability Program Manager (DPM), assist in finalizing applicable program goals for inclusion in the Installation's Affirmative Employment Program Plan (AEPP), to include disability program goals and initiatives. -Assist in development and implementation of special program initiatives that will enhance the employment and advancement for specific emphasis groups. -Provide administrative support.

  • May be required to work overtime on an unscheduled or emergency basis.
  • PHYSICAL EFFORT: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. BASIC REQUIREMENT REQUIREMENT: Applicants must have at least three (3) years of general experience, one year of experience which is equivalent to at least a pay band (NH-01), grade-level (GS-04), OR at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. General experience is demonstrated by the ability to 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. OR EDUCATION: Applicants must have successfully completed a 4-year course of study in any field leading to a bachelor's degree. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide-range of personnel disciplines, case law, principles, practices and regulatory requirements sufficient to perform detailed analysis and advise senior leadership on Affirmative Employment Program (AEP), Disability Program (DP), and Special Emphasis Programs (SEP) principles. 2. Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems. 3. Knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to Equal Employment Opportunity Programs. 4. Ability to communicate effectively both orally and in writing when preparing written documentation and presenting professional oral presentations. Uses tact and diplomacy in an effective manner. 5. Ability to gather data, analyze facts, draw conclusions, and devise solutions to identified problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
