The employee serves as a senior staff attorney reporting to a Managing Associate General Counsel in the Administrative Law and Designated Agency Ethics Official Branch (Admin Branch) of OGC, leading work projects and assisting other members of the Admin Branch in rendering legal services to the Agency in support of the Agency's labor and employment law practices and supporting overall administrative law issues.

Duties

This position focuses on labor law, including representation before the Federal Labor Relations Authority; and federal employment law, including representation before the, the Merit Systems Protection Board, and the Equal Employment Opportunity Commission; and other related matters. 1. Provides sophisticated legal analysis, advice and assistance on complex labor or employment issues facing the Agency, including, but not limited to: the negotiability of management and union proposals, review of collective bargaining agreements (CBAs) for legal sufficiency, review of proposed policies for alignment with the CBA or relevant law, matters related to interpretation of the CBA, law, or agency policy, discipline and other applications of federal employment law, and applicable equal employment opportunity issues. 2. Develops, drafts, and reviews documents such as legal opinions, regulations and related documents, legislation, contracts and other agreements, correspondence, and other documents of importance to the Agency. Written product is produced at a high level of competence. 3. Serves in an advisory and liaison capacity to senior officials within OGC and other FHFA divisions, including management officials and human resources (HR) colleagues, to ensure that the legal advice and assistance rendered is appropriate and consistent with FHFA's policies and applicable legal precedent. 4. Serves as an expert, providing advice and legal determinations in labor and employee relations issues facing the Agency. Reviews proposed documents and policies for legal sufficiency and advises management on potential courses of action. 5. Serves as the Agency representative before the Federal Labor Relations Authority, the Merit Systems Protection Board, the Equal Employment Opportunity Commission, or other federal administrative fora. Provides assistance to the Department of Justice with federal court cases related to the Agency. 6. Conducts complex legal research to apply statutes, regulations, and other guidance governing federal labor and employment as they relate to practices or policies of the agency. 7. Collaborates with colleagues both within OGC and across the agency in the development and implementation of Agency HR policy and the Agency's labor relationships. 8. Works independently and takes initiative to identify problems, develop solutions, and make recommendations by applying legal knowledge to Agency functions. 9. Manages all aspects of assigned legal projects and matters, including coordinating the involvement of other staff or subject matter experts as needed. Keeps OGC management informed in a timely manner and ensures all tracking systems are complete and updated. Supports clients' urgent requirements and/or effectively deals with unexpected changes. 10. Supports other legal areas within OGC as workloads and situations warrant. 11. Performs other duties as assigned.

Qualifications

BASIC EDUCATION REQUIREMENT: All applicants must possess the following - J.D. or LL.B. degree --AND- - Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. Qualifying experience for the EL/GS-14 level includes one year of specialized experience at least equivalent to the EL/GS-13 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include the following: Providing oral and written legal advice and guidance on issues related to federal labor and employment law. Representing an agency on issues related to federal labor law, collective bargaining, and employment law matters. Supporting management in the negotiation or renegotiation of a collective bargaining agreement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
