About the Position: The position is assigned to the Office of the Assistant Chief of Staff, G-4 US Army North (USARNORTH), Acquisition and Contracting Division, one of the five Divisions within the G-4 that, along with other divisions, is responsible for writing, synchronizing and planning, developing, coordinating, deconflicting, managing, directing and integrating sustainment activities.

Duties

Manages project development from planning and initiation through completion of sustainment planning and acquisition. Advises the command for strategic acquisitions to include short and long range plans and goals. Advises and assists contract personnel, acquisition personnel, team members and customers in identifying acceptable solutions and resolve acquisition issues during the procurement process. Develops guidance materials to inform, clarify, and explain regulatory and policy changes and notes recurring errors regarding quality assurance requirements of contracts. Clarifies and explains policy and regulatory changes to meet the needs of the agencies contracting activities. Establish priorities and deadlines for major projects related to the contracting process.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
  • This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
  • This position requires a pre-employment physical, and annually thereafter.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends and holidays.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • This position is designated as a Key Position to ensure continuity in mission and cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization.
  • This position requires certification in the Biological Personnel Reliability Program (BPRP) and/or the Chemical Personnel Reliability Program (CPRP). Enrollment in the BPRP and/or CPRP requires random drug testing and medical evaluation.
  • The incumbent is required to obtain and maintain certification in Project Management e.g. CAPM, PMP, CSM, Project+, or PRINCE2 is highly desired, but not required.
  • The incumbent may be required to sign for a mobile device and maintain a working telephone at all times.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Performing pre-award or post-award procurement functions involving complex contracts; (2) Recommending improvements to organization's procurement program (3) Implementing contracting regulations, policies and procedures to conduct reviews of contracting actions AND (4) Performing cost and price procedures in evaluating offers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
