The position is in the Office of Small and Disadvantaged Business Utilization (OSDBU), Department of Veterans Affairs. The work is characterized by the breadth of planning and coordination, or depth of problem identification and analysis, stemming from the variety of the procurement functions; changes conflicts inherent in the issues with responsibility as project officer for the small and disadvantaged business programs.
Duties
Perform the duties and responsibilities of a Contracting Officers Representative (COR).
Provide guidance on acquisition policies and procedures.
Navigate the acquisition lifecycle.
Perform a variety of recurring and ad hoc assignments in such areas as pre-solicitation reviews and subcontracting plan reviews.
Employ market research techniques.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1)Providing advice and guidance to members of the contracting organization; (2) Balancing program needs, the interests of the contractors, and regulatory requirements for program goals; (3) Reviewing process improvement initiatives for customer service enhancement
Education
There is no educational substitution for the GS-12 level.
